With the acceleration of global urbanization,cities play a leading role in economic and social development,and frequent natural disasters and accidents seriously threaten the stability of urban public safety systems.As an extremely serious natural disaster,earthquakes have brought severe challenges to urban public safety and sustainable development.Studying the level of urban resilience under earthquake disasters is of great significance for enhancing the ability of urban earthquake disaster prevention and mitigation.The thesis uses the theory of resilience to systematically study the urban resilience assessment method based on earthquake disasters,and conducts the urban resilience assessment with cities of Sichuan Provenceas the research objects.The main work contents are as follows:(1)From the three aspects of urban resilience,components,and characteristics,centering on the process of earthquake disasters,the urban resilience under earthquake disasters is analyzed,and it is proposed that resistance,response,recovery and adaptation are the main factors that affect urban resilience under earthquake disasters.(2)Based on membership analysis,correlation analysis and discriminant analysis,we constructed urban resilience evaluation index system under earthquake disasters including 8 second-level indicators and 24 third-level indicators.(3)Based on the improved entropy weight-normal cloud model,an urban resilience assessment model is constructed.The principle of minimum relative information entropy and rank ratio method are used to improve the traditional entropy weight method to determine the index weights,and the normal cloud model is used to determine fuzzy interval and grade membership,thereby determining the city resilience under earthquake disaster Level.(4)Taking 21 cities in Sichuan Province as the evaluation objects,using the constructed urban resilience evaluation index system and evaluation model to evaluate the resilience of various cities under earthquake disasters.The evaluation results show that Chengdu,Mianyang and Deyang are in a state of high resilience under the earthquake disaster;Ya’an and Yibin are in a state of a little bit of high resilience.(5)Using GIS technology to visualize the assessment results,combined with the calculation results of the assessment model,using Arcmap10.2 software to draw the city resilience level and the distribution map of each capability.The results show that: the area with a high urban resilience rating under the earthquake disaster of Sichuan Province in 2017 accounted for about 8.39% of the area and the city accounted for about 14.3%,mainly concentrated in the central and northwestern Sichuan;under the earthquake disaster Areas with a little bit high resilience levels account for approximately 5.88% of the area,and cities account for approximately 9.5%.In this study,through the study of resilience theory and resilience assessment model,to achieve quantitative assessment of urban resilience based on earthquake disasters,the aim is to integrate resilience theory and practice to enhance the city’s ability to resist,respond,recover and adapt to earthquake risks.The research results provide a decision-making reference for the construction of urban resilience and the improvement of local regional attractiveness and competitiveness..
