Collective forests are an important component of Chinese forestry.The development of collective forests plays a decisive role in the development of the entire Chinese forestry industry.Since the founding of New China,the collective forest rights in China have undergone many changes.The problem of unclear property rights has severely constrained forest farmers' enthusiasm for forest management and the productivity of collective forests.Farmers' forestry operations directly affect the development of forestry.A new round of collective forestry property rights system reforms have verified property rights through rights verification,protected farmers'forestry management status,and issued a series of supporting reform policies to consolidate the reform results.The production enthusiasm of farmers in forest areas has been increased,and the development of collective forestry has been greatly promoted.Taking the region of Western Hunan as an example,this paper uses the 3-year survey data of 200 sample farm households in four sample counties,combined with the farmer's behavior theory and Logit's binary regression and fixed effect model and other related econometric methods to analyze and study the sample farmers in region of Western Hunan.In the period of forestry investment,the main factors affecting the changes of forestry investment in the sample households were analyzed.These factors included household characteristics of the households,sample household resources of the sample households,and various policy factors that actually affected farmers'investment decisions.Descriptive statistics and empirical regressions found that the increase in forestry input of sample farmers was mainly due to the influence of village cadres,the number of family laborers,the degree and area of forest land dispersion,whether they had received technical training in forestry,and whether they joined the forestry professional cooperatives,but the investment was reduced.It is influenced by the education level of farmers,forest rights disputes,and related forestry subsidies.Secondly,an empirical analysis was conducted on the current situation of rural households participating in related forestry policies.It was found that forest insurance,forest land circulation,participation in forestry professional cooperatives,and mortgage loans for forest tenure were affected by the level of education of sample farmers,whether they were village leaders,and whether they had accepted Forestry training and the positive impact of household forest area size.As a result of various impacts,the sample farmer households currently have problems with forestry policies,low level of participation in forestry management,lack of funds,technology,and labor shortage in forestry operations.Based on the above results,some policy recommendations such as strengthening policy advocacy,developing scale forestry,and increasing related forestry subsidies are proposed.To create a good forest environment,implement collective forest rights reform policies,create a good forestry business environment for rural households in the large Xiangxi region,promote the forestry investment enthusiasm of forest farmers with a forestry atmosphere,increase propaganda of forestry reform policies,and increase farmers' The policy responds to the increase in forestry farmers'understanding of forestry policies through the promotion of forestry reform policies,which in turn increases the response to forestry support policies;implements forestry reform policies to increase peasant households' forestry investment enthusiasm,and farmers' forestry input is affected by forestry rights reforms.It is necessary to increase the implementation of the forestry reform policy so that forest farmers can see the positive side of the policy and further increase the enthusiasm for forestry investment;promote forestry ecological compensation and increase the income of forest farmers;forestry revenue is also the source of incentives for forestry investment by farmers,and can also be compensated through forestry.Ways to increase forestry farmers'income,and increase forestry investment.
