In recent years,with the development of industrialization,urbanization and modernization,the development level of social and regional economy has been improved to varying degrees,but the quality problem of cultivated land derived from it has also been followed.With the rise of central China strategy,promote the rise of the central region planning,Hunan province "3+5" town planning and the city group of Chang-Zhu-Tan’s City Group regional planning implementation,the Chang-Zhu-Tan’s area has become the core of economic growth of Hunan Province,the scale of construction land,the size of the population,non-agricultural industry scale and economic scale will further expand.While a large number of population and non-agricultural industry,the aggregation of emissions so that the urban life waste,industrial "three wastes" in industrial wastewater discharge especially grow with each passing day,the cultivated land resources into the river basin has suffered industrial pollution,especially heavy metal pollution is particularly serious.The ecological environment of cultivated land resources is worrying.The quality of cultivated land and the security of grain in Chang-Zhu-Tan’s area are facing new challenges.Therefore,since June 2016,the Ministry of agriculture jointly issued ten "pilot projects for the implementation of arable land rotation and fallow system",which is a pilot province for heavy metal pollution and arable land fallow.The heavy metal pollution area of Chang-Zhu-Tan’s in Hunan has also entered the work of arable land fallow.It is important to note that arable land fallow will have a direct impact on food security,but we cannot simply equate arable land fallow and grain yield reduction as a matter of view.Scientific and reasonable recuperation of arable land can not only alleviate the pressure of cultivated land,but also improve the quality of cultivated land to some extent,and enhance the fertility of cultivated land,so as to improve the grain yield per unit area.Therefore,it is necessary to take a positive and positive attitude towards the problem of plowing the cultivated land.This is also from this point of view,on the part of Chang-Zhu-Tan’s area polluted farmland as the survey sample,select Changsha He Xin,Zhuzhou Bai Ma village and Xiangtan Chai Tang village as three typical areas conducted a questionnaire survey,an empirical analysis of influencing factors of heavy metal pollution in Chang-Zhu-Tan’s area farmers willingness to fallow.The Chang-Zhu-Tan’s area to better implement the fallow policy and put forward the corresponding suggestion.Through the establishment of the logistic model and the empirical results of the SPSS software,it is shown that among the fourteen factors selected,the sex of farmers,the number of agricultural total labor,the proportion of non-agricultural income,the total farmland area,the quality of cultivated land,the decline of soil fertility,the cognition of the significance of the cultivation of farmland,the farmers’ life for the rest of the plough.The ten factors,such as state compensation willingness,farmers’ market price attitude to agricultural products and the existence of land consolidation projects in villages and towns,have a significant impact on the fallow ’s willingness of farmers in Changsha Zhuzhou Xiangtan heavy metal polluted areas.According to the estimated value of the coefficient of each variable,the positive influence degree of farmers’ cultivated land quality on the farmers’ willingness to participate in the fallow is the most,and the positive influence degree of the sense of the meaning of the fallow is the least,but the total agricultural labor force,the non-agricultural income ratio,the total farmland area,the farmer’s ecology.Willingness to compensate has negative effects on Farmers’ fallow willingness in the heavy metal contaminated area of Changsha Zhuzhou Xiangtan.According to the above analysis conclusions,the following suggestions are summarized.First,it should be based on the food security and objectively evaluate the positive and negative effects of the repose.Second,fallow should respect farmers’ wishes and formulate reasonable ecological compensation standards.Third,we should improve farmers’ non-agricultural employment skills and broaden their income channels.Fourth,the agricultural sector needs to strengthen policy publicity to raise farmers’ sense of fallow.Fifth,we should establish a quality inspection system for cultivated land and construct a differentiated fallow policy.Sixth,we must strengthen the management of fallow land and avoid new ecological damage after the abandonment of arable land.
