With more people and less land,the quality of cultivated land is not high.With the rapid development of urbanization,the cultivated land resources are constantly being occupied and the cultivated land surface is declining.Coupled with the serious degradation of cultivated land and the pollution is aggravated and the shortage of cultivated land resources is exacerbated in some areas.To safeguard national food security,maintain social stability and promote sustainable economic development requires that we ensure the red line of 1.8 billion acres of cultivated land.As the quintessence of cultivated land,permanent basic farmland,is high-yielding and high-quality cultivated land.It must be most strictly protected.Except for the states,and governments,protection measures,farmers as the most direct utilization entity of permanent basic farmland,must assume the responsibility of protection.In addition,the proportion of mountains areas is large in China,while the permanent basic farmland abandonment trend is spreading.Therefore,taking the mountains areas farmers as the research object,this paper qualitatively analyzes the influencing factors and influencing mechanisms of its participation in the permanent basic farmland protection,quantitatively analyzes its willingness to participate in the permanent basic farmland protection,It is of great significance to improves the farmers ’participation in the theory of permanent basic farmland protection and mobilize farmers’ enthusiasm for permanent basic farmland protection Policy.Based on the theory of planned behavior,this paper summarizes and presents 17 observation variables that affect farmers’ willingness to participate in the permanent basic farmland protection.Five main latent variables are extracted and the research hypotheses are proposed.Then the questionnaire is designed and obtained 237 valid data,then based on the data,construct the structural equation model,analyze the influential factors and influence path,finally use the Bayes discriminant model to establish the discriminant equation to provide the basis for the quantitative analysis of the farmers’ willingness to participate in the permanent basic farmland protection.The results showed that:(1)The individual characteristics of farmers,the economic characteristics of family resources,the influential factors of awareness,the influencing factors of policy and the influencing factors of location have a positive impact on the willingness of farmers to participate.Among them,the influencing factors of awareness and influencing factors of policies has the greatest impact on farmers’ willingness to participate in permanent basic farmland.(2)In the first-order verification analysis,the influencing factors of the policy have a significant effect on the factors influencing awareness.(3)The farmer’s understanding of the laws and regulations related to the permanent basic farmland and their understanding of the agricultural subsidy policy,and Whether or not they understand that they can participate in the formulation of the relevant policy making for permanent basic farmland protection is very significant for the latent variable of the influential factors of awareness.(4)the perfection of government support for agricultural policies and the perfection of permanent basic farmland protection incentives,this two variables have great influence on the latent variable of policy influencing factors.The conclusions of the above have certain theoretical and practical significance:(1)Analyze the relationship between factor structure and factors by structural equation model,and use discriminant analysis to quantify the willingness of farmers to preserve permanent basic farmland,utilization of the two methods has theoretical significance.(2)To a certain extent,it can bring relevant thinking and judgment to relevant departments in formulating policies and laws and regulations on perpetual basic farmland protection,which has practical significance for the protection of permanent basic farmland and the protection of cultivated land.
