| Hunan Province is a big forestry province with abundant forest resources and large scale of forestry industry.It has strong demand for financial capital and social capital.The promulgation of the forest property mortgage loan policy has great significance to expand the financing channels of forestry operators,transforming resources into assets,and then converting assets into capital,and exploring the value realization forms of ecological products.In the early stage,some models of forest right mortgage loan were explored in Hunan Province,but the overall scale of forest right mortgage loan was not large and restricted by many factors.How to explore and discover the problems existing in the current forest right mortgage loan and propose solutions to the targeted problems is the start point and final goal of this thesis.Based on the related concepts and theories of forest right mortgage loan,this thesis briefly introduces the actual basis and development situation of forest right mortgage loan in Hunan Province,summarizes and analyzes the forest right mortgage loan models which explored in Hunan Province.Through the investigation of forestry authorities,monetary institutions and loan subjects,through the analysis of the collected materials and data,to find the problems in the operation of Hunan Province’s forest property mortgage loan.The results of research show that:(1)For the government departments,the participation of forest right mortgage loan is not enough,the protection capacity of policy forest insurance is insufficient,and the financial support is general.(2)For the financial sector,the particularity of forestry industry and forest right mortgage,and the imperfect supporting mechanism of forest right mortgage affect the lending enthusiasm of the financial sector.(3)For the loan subjects,there are village cadres in their families,join in professional cooperatives,and high proportion of commercial forests have positive impact on the availability of forest property mortgage loans,while age,education level and family population size have negative impact on the availability of forest property mortgage loans.Based on the above analysis results,suggestions for improving forest right mortgage loans are proposed from the three aspects of government departments,financial institutions,and lenders:(1)Deepen the reform of forest property right system and improve the construction of system;(2)Improve the construction of supporting system of forest right mortgage loan;(3)Cultivate new forestry business entities;(4)Increase financial support such as loan discounts and forest insurance Degree. |
