Research On The Measurement Of Development Level And Income Effect Of Modern Agricultural Management System In China

In the “Thirteenth Five-Year Plan”,the construction of a modern agricultural management system was proposed for the first time.Its relationship with the construction of a new type of agricultural management system first proposed in the No.1 Document of the Central Committee in 2013 is the starting point for this study.Based on this,this paper first explains the connotation and extension of modern agricultural management system,and assigns the modern agricultural management system as an important part of agricultural modernization.It evolves dynamically with the evolution of time.At the same time,it scientifically answers the connection and difference between the modern agricultural management system and the new agricultural management system.The modern agricultural management system and the new-type agricultural management system are both specific contents of the agricultural management system.The modern agricultural management system is a macro perspective of the new agricultural management system.The new agricultural management system is the microcosmic expression of the modern agricultural management system,and both constitute a complete agricultural operation.system.Constructing and perfecting the modern agricultural management system and measuring its development level from a macro perspective can provide monitoring and early warning for the development of the modern agricultural management system.The measure of the development level of modern agricultural management system is to quantify its development level by constructing a modern agricultural management system development index,just as CPI is similar to consumer price level and PPI to producer price level measurement.This paper constructs a comprehensive index,production index,output index,marketization index,and socialized service index for the development of China’s modern agricultural management system.It measures the 11 indicators and 25 specific indicators in turn.The measurement results show that the level of development of China’s modern agricultural management system as a whole has risen,and the production index,output index,and social service index have gradually increased,but the marketization index has a cyclical change,and there is a downward trend.From one aspect,the main problem existing in the development process of China’s modern agricultural management system lies in the instability of the marketization index.The direct reason is that the price of agricultural production materials and the price of agricultural products have been fluctuating periodically.Stabilizing the price level of agricultural operations is the main direction for building a modern agricultural management system in the coming period.The development level of modern agricultural management system has an important influence on farmers’ income.The mechanism is that the modern agricultural management system has four characteristics: scale,specialization,organization,socialization,agricultural labor productivity,land productivity,and agricultural product prices.The impact of agricultural production materials prices and agricultural subsidies will,in turn,affect farmers’ income.The impact of farmers’ income on the specific situation of the use of the provincial econometric model using the provincial panel data for differential generalized moment estimation(Diff-Gmm)and system-wide moment estimation(Sys-Gmm)verify that the modern agricultural management system development composite index negatively affects farmers’ income.Affected,agricultural operations do not have the effect of increasing farmers’ income.The production index,output index,and marketization index in the development index of modern agricultural management system have a positive impact on the income of farmers.The modernized agricultural management system has developed a social service index.Farmers’ income has an important impact,but the direction of influence is uncertain.
