Cultivated land is the most basic production factor for human survival and the most basic resource guarantee for food security. The country has always attached great importance to the supervision of cultivated land resources throughout the country. From the initial emphasis on quantity alone,it has developed to the present quantity, quality, and ecology. At present, the control of the amount of arable land has been relatively mature.China has introduced a number of relevant policies to ensure the implementation of the most stringent farmland protection system. The supervision of the quality of cultivated land is directly related to the productivity of cultivated land, but its change is a hidden and difficult to directly control the process. Therefore,it is necessary to realize the dynamic monitoring of arable land quality changes on the basis of fully understanding the current situation of arable land quality in various areas, and combine other statistical data to analyze and establish a set of scientific and reasonable spatial sampling, data collection, processing and analysis methods to achieve the scientific accuracy of the evaluation results of cultivated land quality and productivity. This paper used Yuanjiang City in Hunan Province as the study area, and evaluated the cultivated land in the Yuanjiang Administrative Area as the evaluation unit.Based on the evaluation index system of cultivated land quality and cultivated land productivity, the cultivated land in the annual update database of cultivated land quality in 2016 was used as the evaluation unit.Collecting five first-level indicators and twenty-two secondary indicators such as geotechnical characteristics, soil characteristics, farming conditions, health status, and biological characteristics in the arable land quality assessment index system, and evaluate the climatic conditions, farmland quality, and technical level of the arable land productivity evaluation index system. As well as data of three first-level indicators and sixteen second-level indicators such as climatic conditions, cultivated land quality, and technical level of the arable land productivity evaluation index system, the cultivated land quality index and the cultivated land productivity index were calculated using the sequential multiplication method and modifying by degrees method. At last, based on the research results, the suggestions on the evaluation of farmland quality and productivity were put forward. The arable land quality index and the arable land productivity index were compared and verified with the annual standard grain output respectively. Finally, based on the research results, the suggestions on the evaluation of farmland quality and productivity were put forward. The main contents and conclusions of this paper are as follows:1)Cultivated Land Quality Index in Yuanjiang city ranged from 31.24 to 214.34,mainly concentrated in the three sections of[200,150),[150,100],and[100,50].Overall,it shows a spatial distribution pattern of low in the southwest and high in the northeast.Through the comparison of the first-level indicators through the standard deviation processing,it was found that the biological characteristics, health status and cultivation conditions played a leading role in the division of the arable land quality index, and the impact was significant.Using the results of the Yuanjiang City Agricultural Land Classification Project, the relationship between cultivated land quality index and actual standard grain yield was studied. The results show that the correlation between the two is weak.2)The Yuanjiang City arable land productivity index ranged from 1642.79 to 4140.09.Mainly concentrated in the three sections of[200,150),[150,100],and[100,50),the overall pattern of the spatial distribution pattern of low in the southwest and high in the northeast. There are significant differences in the dominant factors affecting the change of arable land productivity index in different segments.Among them, climatic conditions are the main influencing factors in the evolution of low arable land productivity to medium arable land productivity. In the course of the evolution from medium-sized arable land capacity to higher-level arable land, the level of technology and the quality of arable land are the main influencing factors. The arable land productivity index of the survey sample has a strong correlation with the annual standard grain output.3)Using the results of the Lanjiang City Agricultural Land Classification Project, the relationship between the Cultivated Land Quality Index and the actual standard grain yield was studied. The results showed that the correlation between the two was weak;the correlation between the farmland productivity index and the annual standardized grain output of the surveyed sites was relatively Strong. It is concluded that there is a strong logical relationship between the indicators of the evaluation index system, which can reflect the main features and status of natural, social, economic, and ecological subsystems. And also reflects the internal relations among various subsystems and constitutes a comprehensive, inclusive and comprehensive evaluation system.
