Cultivated land is not only the most valuable resource of our country,but also the most important means of production of agricultural development,and the quality of cultivated land has a direct impact on national food security and is the basis of safeguarding farmers' production and life.Because of the difference of cognition of cultivated land quality among various groups in society,the protection and management of cultivated land resources become difficult to coordinate among various management departments,and it is impossible to realize the integration and sharing of data between various management departments.With the deepening of the connotation of cultivated land quality,the current evaluation system of cultivated land quality is difficult to meet the needs of the real society.Therefore,it is urgent to enrich and develop the existing index system of cultivated land evaluation,and establish a set of more systematic,perfect,accurate and efficient evaluation index system of cultivated land quality and cultivated land productivity.Taking Huanghua City in Hebei Province,a typical area of coastal plains,as an example,this study analyzed the definition and connotation of cultivated land quality and cultivated land productivity,established the evaluation system of cultivated land quality and productivity,and conducted the evaluation of cultivated land quality and productivity in Huanghua City by stepwise correction method,and the following conclusions are obtained:(1)Based on the existing research and the needs of social development,and on the basis of defining the structure,function and components of cultivated land,the connotations of cultivated land quality and cultivated land productivity were defined.The quality of cultivated land should take the factors of soil fertility level,cultivation conditions,health status and biological characteristics into account.It was a concentrated reflection of meeting the needs of crop growth,food security and public demands for efficient production and green food.Climate conditions,soil fertility level and technological level constituted the productivity of cultivated land,which is the embodiment of the productivity level of cultivated land.(2)By analyzing the definitions and connotations of cultivated land quality and cultivated land productivity,and combining with the natural conditions and the characteristics of agricultural production in the coastal plain area,an evaluation system of cultivated land quality and cultivated land productivity was established,which involved climate conditions,soil fertility level,cultivation conditions,technical level,health status and biological characteristics.The calculation methods of cultivated land quality index,cultivated land productivity index and various dimension coefficients were determined.(3)Taking Huanghua City as the research object,the evaluation results showed that: the areas with high cultivated land quality in Huanghua mainly concentrated in the northwest and south of Huanghua City;the areas with general cultivated land quality mainly scattered in various townships of Huanghua City;the areas with low cultivated land quality distributed most widely,mainly concentrated in the east and southwest of Huanghua City.The area with higher productivity index of cultivated land had the same distribution as that of irrigable land in Huanghua City,showed the characteristics of sporadic distribution.The low productivity index of cultivated land was basically the same as that of dry land in Huanghua.(4)Through the comparative study of the sub-dimensions of cultivated land quality index zoning and the sub-dimensions of cultivated land productivity index zoning,the differences of cultivated land quality were mainly reflected in the biological characteristics and health status,and there was no significant difference in the level of soil fertility and cultivation conditions.The difference of cultivated land productivity was mainly reflected in the technical level.Irrigation guarantee rate was an important limiting factor affecting cultivated land productivity in Huanghua City.By studying the correlation between cultivated land quality index and annual actual standard grain output,we found the correlation between cultivated land quality index and actual annual standard grain yield data of Huanghua City was weak.By studying the correlation between cultivated land productivity index and annual actual standard grain output,we found the correlation between cultivated land productivity index and annual actual standard grain yield data in Huanghua City was strong.The evaluation system of cultivated land quality and cultivated land productivity comprehensively considered the elements of climate,soil,society and ecology,and satisfied the new requirements of social development for connotation of the quality of cultivated land and the cultivated land productivity,provided services for strengthening the construction and management of cultivated land quality in an all-round way,provided a reference for arable land protection and solving food security problems.
