Research On The Implementation Of Prohibition Of Pig Policy In S County

The prohibition of raising pig is one of the important arrangements in our national plan on environmental improvement for the "13th Five-Year Plan period(2016-2020)".To thoroughly implement national arrangementand optimize the environment of S county,S county set forth the policy on the prohibition of raising pig in July 2017.However,the enforcement of such policy,is far from satisfactory.The research on the enforcement of the policy on the prohibition of raising pig is of great significance for standardizing governmental behavior,settling social conflict and protecting people’s right and interest.Therefore,the thesis choosesthis policy as the research object,and knows more about the policy’s realistic situation,analyzes the reasons of the problems of this policy.The thesis is based on Smith Model,both literature review and on-site investigation are used to combine theoretical analysis and empirical analysis.To find a reasonable way to solve the problem of policy implementation,to ensure the efficient implementation of the policy and the smooth implementation of the policy objectives,and to provide a rich experience for the implementation of similar public policy in the future.The thesis is made up of six parts:Part Ⅰ is an introduction to the background,significance and domestic and foreign re search situation of the research topic in the thesis.Besides,the train of thought and meth ods for the research are presented,too.Part Ⅱ is about concept definition.Specifically,the policy on the prohibition of raisi ng pig and the policy enforcement are defined.A general introduction to Smith Model,in cluding ideal policy,enforcement agency,target group and environmental factors,etc.is made.Besides,the feasibility of Smith Model is analyzed and the theory related to the th esis,illustrated.Part Ⅲ describes the current enforcement of the policy on the prohibition of raising pig in S county.First,the background of pig farming is the result of green development,the result of serious pollution and the general trend of economic and social development;Two,the implementation of pig ban policy is fruitful,which is conducive to regulating pig breeding,improving the ecological environment and benefing people’s physical and mental health;The three is to achieve the gratifying results.At the same time,the policy implementation,the unreasonable implementation,the pluralism of the implementation subject,the lack of public participation,the lack of media public opinion guidance and the lack of related policy can not be ignored.Part IV,analyzes,based on Smith Model,the reasons for the problems during the en forcement.This part uses the Smith model to analyze the problems arising from the policy implementation,and draws the reasons for its deep-seated reasons:In terms of policy itself,there are defects in objectives,related policies and formulation mechanisms.The main body of policy implementation is complicated in implementation subject,poor communication,lack of accountability system and prominent government face.In terms of policy objectives,the target group has weak employment ability,poor understanding of policy and poor policy satisfaction.In terms of environmental factors,no effective integration of policy resources,the political culture of "top leaders project" and the implementation supervision are not comprehensive.Part Ⅴ provides the suggestions for optimizing the enforcement of the policy on the prohibition of raising pig.In the idealized policy dimension,we should strengthen the democratization and scientization of policy making,and establish a scientific and efficient feedback and assessment system.In the dimension of executive agencies,The government should strengthen the sense of responsibility,perfect the policy supervision system,,and the government should clarify its own position.The target group dimension should enhance the participation of target groups,improve the survival ability of target groups,and improve the satisfaction of target groups.Policy environment dimension,strengthen policy publicity,create policy implementation atmosphere,effective integration of policy resources,and efforts to achieve "common governance by the government and the people".Part VI is the conclusion which summarizes the research contents of the thesis.
