Comprehensive Reform Of Agricultural Water Price In Ninja Based On Smith Model Policy Implementation Research

The comprehensive reform of agricultural water price was carried out in order to deal with the major challenges of national food security,the increase of farmers’ income and the shortage of arid water resources in rural areas of China,it is an important means to improve the management and operation level of agricultural irrigation system,and it is also a necessary measure to promote the development of agricultural economy,realize the economical use of water resources and the sustainable development of agricultural water resources.In the 2023,document No.1 of the CPC Central Committee clearly set out the important tasks of strengthening the construction of water infrastructure and deepening the comprehensive reform of agricultural water pricing.To this end,the central government and Ningxia have formulated and issued a series of policies.However,in the process of implementing the policies,they will be affected by many factors,resulting in many problems,and ultimately failing to achieve the expected results,there is still a big gap compared with the overall target.Through extensive collection and collation of relevant literature,using research methods such as field surveys,questionnaires and case studies,this paper,from the perspective of policy implementation,is based on the Ningxia Hui Autonomous Region situation,using Smith policy implementation process model.Starting from the four elements of the policy itself,the executing subject,the target group and the executing environment,the paper focuses on the implementing links of the agricultural water price comprehensive reform policy in order to put forward the optimized measures,to enrich the research perspective of agricultural water price reform.After analysis and study,in this paper,we found that the policy content is not clear,the executive authority is limited,the executive personnel ability needs to be improved,the target group consciousness is insufficient,and the policy implementation environment is limited.Based on the analysis of the problems,this paper draws the conclusion that:in order to achieve the expected effect of the policy,we need to improve the policy system,clarify the functions of the executive agencies,improve the incentive mechanism and enhance the ability of the executive;Strengthen the publicity and education to target groups;optimize the policy environment.Only by taking these measures can we better promote the implementation of the policy of agricultural water price reform and achieve the expected results.
