Removing hukou restrictions,labor transfer is still restricted by Land Property Rights Institution in China.On the marco level,we know the root of problems that are incomplete Land Property Rights Institution and land transfer restrictions,reviewing the changes of literature and Chinese Land Property Rights Institution,which includes farmland and pasture.On the micro level,to ascertain the clear relationship between Land Property Rights and labor transfer,we construct the theoretical model and use fixed effect model with the survey data consisting of 216 households and 36 ejidos in Inner Mongolia from the program ACCC? to do demonstration research.We finally discover the real cause of labor transfer restrictions is that the pastoral household increases their farm labor time to maintain the real possession of pasture under the incomplete Land Property Rights Institution background.At the same time,fencing pastures is a available way to improve the completeness level of Pasture Property Rights Institution and to a certain degree,has function of social security and unemployment insurance,which means to remove labor transfer restrictions and achieve optimal allocation of household labors maximizing revenues.
