The Research On The Strategic Orientation And Supporting Measures About Zhoushan Fishery

After years of development,the fishery has become one of the most critical support industries for Zhoushan economy.The problem in the long-term extensive development has ever-increasingly been highlighted,along with the deepening of reform and opening up and the profound change of the environment at home and abroad for the past few years,including fishery resources attenuation,incomplete industrial structure,single income stream for fishermen,serious environmental pollution,which has produced zhoushan fishery stagnation.In the context of the development of Marine economy in the new area of zhoushan archipelago,including goals?paths?ways of development for Zhoushan fishery,the strategic issues has become an important issue in the economic development of zhoushan in the new period of the 13 th five-year plan.This article analyses the development status of various industries in zhoushan fishery economy by reviewing the domestic and foreign literatures and field investigation.Also,the advantages and opportunities that owned,the disadvantages and threats that exist,are discussed based on the SWOT model.Finally,this article puts forward the development strategy of zhoushan fishery in the new period.This article is composed of seven chapters.Firstly,the thesis introduces the backgrounds,significances,contents,methods,purposes,innovations,and limitations of the dissertation.The second chapter introduces the development strategy theory,industrial development theory,sustainable development theory and modern fishery theory.The third chapter analyses the current status of various industries in fishery economy,including marine fishery,aquaculture,aquatic product processing,pelagic fishery and leisure fishery.In the fourth chapter,based on the SWOT model,the advantages and opportunities of zhoushan fishery are discussed,and the disadvantages and threats are also analyzed.The fifth chapter proposes that zhoushan fishery should focus on two strategies,such as pelagic fishery and green fishery.And in the sixth chapter,aiming at the strategic choice of development above,it suggests that some supporting measures should be taken and enhanced,including organization and leadership,security efforts,legal security,team construction,mechanism innovation.Finally,it briefly presents the main conclusion and expectation of the study.
