A Study On The Dynamics Of Natural Forest Protection Policy Change In China

Natural forest is the main body of China's forest resources which plays an important role in ecological construction.In fact,China's practice in the protection of natural forest has gone through a long period of time.Correspondingly,the natural forest protection policy,acting as the guiding document for the construction of natural forest,has also undergone various reforms,and the policy concept of forest ecological priority gradually become a social consensus.Since the new era,the protection of natural forests has been highly valued.Both the central and local governments are exploring how to more effectively introduce natural forest protection policies so as to promote the natural forest protection process more rationally.Therefore,it is of great practical significance to analyze the process of formulating natural forest protection policies and to clarify the inherent dynamics of natural forest protection policy changes.Only by carding the historical evolution of China's natural forest protection policy can not draw the motivation of policy change,so we need to find an analytical framework applicable to explain this process.However,the existing research on natural fcrest protection policies are mainly focused on the study of policy implementation,policy effects and policy recommendations which rarely involve the theme of policy change,let alone the formed analytical framework.In order to distinguish its dynamics,this paper closeiy combines the stage analysis frameworkwith the multiple streams framework so as to constructs an analytical framework suitable for the dynamics of natural forest protection policy change in China.Applying the above analysis framework to carding the evolution process of China's natural forest protection policy,this paper finds that central government natural forest protection policy has gone through four stages:the implementation of the harvesting quota policy(1978-1987),the exploration of naturai forests protection in the key regions(1988-2000);the construction of the sustainable development mechanism of the natural forest(2001-2008);the comprehensive protection of natural forest(2009 until now).Fujian Province's has also experienced three stages:the strengthening of the harvesting quota policy(2000-2005),the reforming of non-commercial forest compensation system(2005-2008),and the exploration of comprehensive protection of natural forest.(2016 until now).Summarizing the process of change of the central government and the Fujian provincial government's protection policy,it is found that the source events of different stages are different,and the natural forest protection policy change is a complex process affected by many factors.Specifically,the focus event activates the transition which allowing related issues to be quickly identified and entered the government agenda;Administrative forces promote policy changes and the improvement of the status of the forestry sector has increased its influence in the formulation of the policy;The policy change in the concept of governance has accelerated,and the policy preferences of major national leaders have played an incalculable impact on the changes in natural forest protection policies;The reform pilot guides the policy change,and the pilot itself as part of the change,guiding the overall direction of the change of the policy;The top-level design leads the change,and the top-level design is one of the main driving forces for the implementation of government policy changes at the executive level;Government interaction affects change,and government interaction may change the direction and content of established changes.
