| Natural Forest Protection Program (NFPP) has been implemented for ten years, it brought new chance, hope and vigor to State-owned Forest Area. The first stage is coming to an end. How to make a scientific evaluation to the benefits made by NFPP and effects of various policies for providing theoretical support to develop policy for the second stage of NFPP is the age issue our urgent need to answer. This paper evaluated the effect of implementation of the project from the theoretical and empirical perspective and proposed policies and proposals for the second stage of NFPP, which provided theoretical support for going on implementing NFPP and sustainable development of State-owned Forest.As Heilongjiang State-owned Forest Area for the study sample and as growth and decline of forest resources, family living conditions, workers of State-owned Forest and the social welfare state for the theme, this paper evaluated the implementation effect of the decade NFPP. The reason to choose these three aspects is that the aim of NFPP is to protect the existing State-owned Forest resources. The huge investment is mainly used for the expenses of management and protection of State-owned Forest Areas, the basic old-age insurance subsidies, and policy subsidies for social spending, laid-off workers divert relocation and other benefits. The aim is to reduce the social burdens attached to State-owned Forest, protect the living of workers, rehabilitate State-owned Forest resources and achieve the sustainable development of forest community.This study is divided into two main parts. The first is theoretical study. The paper analyzed theoretically content of NFPP and the relationship with NFPP and the operation of State-owned Forest. The second is empirical analysis and research. The paper evaluated the effect of implementing NFPP on the base of analyzing and sorting out the sample data with the large-scale home interview questionnaire-type in 2005 and 2009, and then proposed measures and suggestions put forward. Theoretical study has put forward the real core and running of NFPP. NFPP is the "set" of ideology of ecological construction project; NFPP is the carrier of exploring the new industrial civilization road; NFPP is the engine of reform of State-owned Forest area; NFPP is to try to ensure social stability in a form of ecological engineering. At the same time, we offered the inside mechanism between Natural Forest Protection Program and sustainable management and utilization of forest resources. That is existing kinship, derivation, accelerating relation and symbiotic relation between NFPP and the operation of State-owned Forest. These theories can provide strong theoretical support for the go-on implementation of NFPP.On the other hand, this paper carried out empirical study about implementing effective and related policies effects of NFPP using quantitative research methods on the base of empirical survey data (Detailed and reliable data for the continuous tracking research data provided strong support for this study, but also a bright spot in this article). First, we analyzed the 30 years resources data of sample of 15 randomly selected bureau.We found that the growth of natural forest resources is greater than consumption so to rehabilitate natural resources. NFPP improved the implementation of the forest resources primarily due to logging ban and the policy limit cutting. That is Reduction in consumption of resources, rather than the increase in resource growth. So how to increase the amount of natural resources is particularly important to the growth. We evaluated the ecosystem services value after implementing NFPP. The ecosystem services value was 2,109,573,091 Yuan after the sample bureau implemented NFPP. Infer eco-efficiency Solid C of the State-owned Forest Industry in Heilongjiang on is equivalent to is about 45% of total investment of NFPP. Value of ecosystem services for three consecutive years beginning in 2008 will be more than a decade total investment of NFPP. Therefore, the eco-efficiency brought about by the investment to NFPP is huge. Second, we quantitatively analyzed the workers'consumption structure by means of the Engel's coefficient and of extended linear systems on the base of survey data obtained by more than 900 family households continuous employee, tracking, and home interview-style. The research indicates that:In workers'families, although the proportion of the under-privileged people is declining year by year, the absolutely quantity is still more than before; The payment of the family education is higher, which leads to the main point to the poorness of the family; The marginal propensity to consumption keeps falling, the families have a higher expectations of future instability, a higher propensity to savings; The living situation of the workers remains to be improved; The absolute value of the price elasticity of the medical care expending is larger, the family is sensitive to the medical price variation. Second, adopting the economic criteria of Kaldor-Hicksim improvment to do research. Research shows that:the families, which have the school children and the elderly, are living with a lower level of welfare. For such families, the currency marginal utility is higher than other families. If the welfare of such families be improved, it would be compensated the loss of other families and had remainder. It will be achieved Kaldor-Hicksim improvement. As a result, the overall social welfare of the State-owned Forest Areas will be substantial increased. The last, we made the concrete practical proposal for Natural Forest Protection Program in the second phase based on the above. In the aspect of resources protection:We advised to combine NFPP and carbon sinks. To achieve greater economic, social and ecological benefits through reforestation with Carbon sinks; To pay attention to improve, rationalize Heilongjiang Forest Region on the second stage of NFPP, especially management system and forest ownership of State-owned Forestry, etc. In aspect of Financial inputs:The choose of central fiscal investment projects in State-owned Forest regions should follow the standards of employment creation; to improve the investment structure; perfect the health care system and social security system in State-owned Forest regions and so on. In the aspect of Input structure:Improving the financial transfer payment scale, make a list of the special funds on Natural Forest Protection Program Project to increase funds support for families with school children and old people; increase basic education investment in State-owned Forest regions, increase financial support for families with proper age high school and university students and so on.In conclusion, this study provides a scientific theoretical foundation for continuing to implement NFPP, a scientific detailed empirical basis for the government to develop follow-up policies. And this study improves the effectiveness of engineering operation and the forest of social welfare, provides specific measures that can be operational for the smooth implementation of NFPP. |
