After joining the World Trade Organization,China's agriculture has suffered a huge impact.Adjusting the agricultural industrial structure and cutting agricultural production costs has become one of the main strategies to cope with the impact, but land fragmentation is an important factor that restricts the adjustment of agricultural structure and reduces production costs, and it is also a difficult problem for the sustainable development of agriculture. There are many factors influencing the fragmentation of cultivated land, among which natural factors and socio-economic factors play a major role, usually the farmland fragmentation caused by farmers' right to contract management is called farmland fragmentation.Land fragmentation is a major problem in agriculture in many countries,to a large extent,it restricts the development of agriculture and affects the efficiency of agricultural production. To solve this problem and achieve large-scale production in agriculture, improve the efficiency of agricultural production,a new method based on hierarchical cluster analysis was proposed to classify and exchange rural plots. In this study,Wenzhuang Village,Xizhang Village,Nantianshou Village and Jicun Village of Taigu County in Shanxi Province was taken as an example, combined with the influence of natural factors and household contract responsibility system on cultivated land, seven factors were employed to evaluate the quality of cultivated land, including plot area, slope of land, shape index of plot, continuity of plot, regularity of plot, traffic accessibility and farming distance.Through the analysis of these seven factors utilizing the data from the database of rural land contracting and management right confirmation and the method of hierarchical cluster analysis, the plots were divided into 5 or 10 categories according to the characteristics of farmland operation in the areas studied. The results showed that the same classified plots in Wenzhuang,Xizhang,Nantianshou and Jicun were distributed around residential area in the form of circular circle;on the basis of the right of village collectives' farmland contract and management, the same classified plots could be exchanged among the farmers of their own willingness, and the land management right of the different classified blocks could be adjusted according to the average yield level, through which the land with the same management right could be gather together as much as possible to improve the farming efficiency. This method is suitable for the interchange of cultivated land inside village collectives and provides a new way for the adjustment of farmland management right and a solution to farmland fragmentation.
