Research On Forestry Ecological Construction And Government Function In Xiaoyi City

Ecological civilization is the highest form of human civilization development,and is the common goal of all mankind.In recent years,China's economic growth and social production have caused a serious ecological crisis,so the forestry ecological environment has received more and more attention.Forestry's public attribute determines the government plays an important role in the position in forestry ecological construction,the government is the leader of the forestry and managers,the government's governance of the ecological environment is of positive significance for the human society,and making use of the functions of the government,it's the only way to guide the development of the forestry ecological construction better.Xiaoyi city is the market of coal resources,coal lets the city's economic development has brought great changes,the city comprehensive strength enhancing rapidly,making it the only one of houndred first-class counties in shanxi,at the same time,the excessive development of coal resource also caused serious damage to the city's foresty ecological,restricting the city's ecological sustainable development of forestry.This paper mainly studies the relationship between the forestry ecological construction and government function in Xiaoyi city.It fully recognizes and respects the role of the government in the ecological governance of the city,analyzing the present situation of government administration and elaborates it.For effective governance of ecological environment,Xiaoyi city government puts a lot of efforts on the comprehensive control,ans that has achieved a lot over the years,but the system,mechanism and management also have many deficiencies,such as insufficient relatively construction funds,the governance body is relatively single,execution does not reach the designated position,weak administrative accountability efforts,and some other problems likr these to be solved.The paper puts forward the countermeasures of systematic ecological construction from the aspects of command control functions,economic stimulation functions and encouraging functions of encouragement,to improve the government KPI index,and to construct green GDP.Improving the administrative supervision system and strengthen supervision;Playing the role of government,changing the way of management,improving the restraint mechanism;We will improve the guarantee system and the effective linkage of each unit.Strengthening law enforcement capacity building and implementing forest management;Strengthening administrative accountability and strict accountability;Establishing long-term investment mechanism;Improving the ecological compensation mechanism;Realizing the diversification of construction subject;Strengthening public awareness of enterprises;In this paper,the research on this topic will be helpful to the transformation of the government functions of Xiaoyi city and the construction and development of forestry ecology more rapidly and effectively.
