In 2015,the CPC central committee proposed the development strategy of "grain reform and feeding"according to the current form of agricultural development in China.Policy,points out that to speed up the development of animal husbandry,grass combination support silage maize and alfalfa grass planting,LiangGai feeding is combined with planting and raising mode of pilot work,promote the combination of grain,cash crops,grass ternary planting structure coordinated development.Shuozhou,Shanxi Province and selected as pilot areas to carry out a policy that is of great significance to the development of shuozhou agriculture,also is our country agriculture structural reform is an important part of the supply side.As a basic producer,farmers influence the implementation of policies.The response degree of farmers to the policy is affected by many factors.Exploring and sorting out these factors is the key to policy promotion and adjustmentIs precisely based on this background,this article to shuozhou farmers planting forage grass will as the research object,using the farmer behavior theory,government regulation theory and behavioral economics theory,chose a representative youyu peace shandong area as the study area,to the visiting survey of 163 peasant households.The collected survey data after finishing analysis,choose the 15 factors as independent variables,using the binary Logistic regression model to farmers will influence factors in the quantitative analysis,concluded that the factors affecting the will of farmers planting forage grass significantly.Combined with the local actual situation and development status,the policy Suggestions to improve farmers' willingness to plant forage grass have been formed.The first is to strengthen the publicity of the policy of "grain reform and feeding" and improve the farmers' cognition of the policy.Second,encourage the establishment of planting cooperatives and guide farmers to participate actively.Third,intensify scientific research and improve the technical level of forage grass planting;Fourth,increase the investment of funds and increase the support for forage grass planting;Fifth,we will improve relevant supporting policies and raise the level of industrial operation.
