Study On The Reform Practice Of State-owned Forestry Centre In A Policy-implementing View

Taking a state-owned forestry centre named Taiping in Hubei province as the study case,the dissertation analyzed,discussed and presented the complicated interaction among governments in different levels,Forest centre Management Agent,staff of forestry centre,counties,towns and viliges around in its reform practice,to explain why the centre carried reform-policy out from inner motivation and outer forces respects.Checking severial reforms the Taiping forestry centre has experienced,it found that hidden logic of its development and reform should be the transfer of developing idea from resource consumption to eco-protection,as well as the transfer of political intency from developism to eco-politics.Duiring the period of developism,the targets,bodies,procedure and outcomes of state-owned forstry centre were integrated into the GDP increasing,economic and social developing,and its practice pattern was industrilized forestry by consuming resources insistently.To the new stage,environmental protection becomes a political perfered discource accepted by the whole society,where the governments facilitated eco-govenance,social integratation and mobilized people by state or party forces in pattern of eco-integration.The most important gain from the pattern was that state-owned forestry reform went to start by using the property base of public ownship to transfer the exploring modes of public resources.Besides,with the eco-ideas of forestry centre,governnace and policy implementing cultrue of different reforms have consisted the system characteristic of the new reform.In 2015,the central government started new round reform where state-owned forest named Taiping is a microcosm of the state-owned forestry centre reform.In the actual policy mobilization and policy implementation process,the Taiping state-owned forest farm has passed some of the words of the transformation,in the specific scene of the state-owned forest reform into a practical problem.One of the most important questions is that the forest management try to promote the reform to solve all the problems.This situation can be understood as a combination of a formal system and informal system to solve the problems left over from the history of forest farms.The formal institution is state-owned position policy implementation principle and the boundary,the informal system operation is the expression of forest self-interesting,it is an innovation of the formal institution and beyond,but also on the formal system failure and game.Therefore,in the actual implementation,on the one hand,the Forest Management Bureau attaches great importance to the management of the order of the forest through mobilization,publicity and other mechanisms,the reform of the impact of the forest to grasp the controllable range.On the other hand,the difficulty of the implementation of the reform,and the Provincial Forestry Department formed a state-owned forest reform program three times to discuss,form and dismissed the dynamic game process,to fight for the interests of the forest.On the whole,the policy goals of state-owned forest centre are:qualitative personnel allocation,proper reposition and settlement of staff,social duties stripping of forest farm office,separation of government and institutional unit,restructuring and supporting productive assets,the industrial development of forest farms.The highlights of the reform practice of Taiping State-owned Forest centre are the adequate solution of staff reposition and settlement,the green industry development with ecology as the main line and the clarification of all the historical problems.Its execution logic is to adjust execution strategy and adapt execution methods to circumstances.After several negotiations with Department of Forestry,the reform of state-owned forest farms has attained the maximum policy support and the loosest institutional environment within the operating range.Therefore,on the one hand,state-owned forest farms can be defined as ecological forest farms.On the other hand,within the institutional range we can draw lessons from the method and pattern of commercial forest farms to reform and develop by combining both the ecological and the commercial patterns.The Forest Farm Reform advanced the concept of improving industry,making money and promoting reform.Improving industry means making use of the present green resources and taking ecological tourism as the main line to develop the industry.Making money means gaining income through tourism industry to make up financial shortage.Promoting reform means promoting the reform of Taipining State-owned Forest centre by practicing the way of ecological-commercial forest farms.It turned out that this time Forestry Administration Bureau had chosen the right way.Not only is it to the point,but it helped solve the problems in the reform in a better way.As a result,the whole forest farm now is taking on a new look of prosperity.The reform of Taiping State-owned Forest Farm has achieved good reform effectivenessThroughout the reform of state-owned forestry centre reform,it's stated that eco-discources should have become the important push for the reform when they were expressed in form of policy contexts,which was the common belief of this reform and became the policy impetus and contraining force of the reform.Forest centre Management Agent,playing roles as agent and excutor,was a very important link in the reforming power network which was always lack of balance,As the excutor,the agency obtained important information sources on reform.In charge of carrying out the reform and read-ing the reform policy,to the centre staff,it mastered information and power advantages while to forestry department in Hubei province,it had the advantages of knowing well of centre's situation,which came out with the inovation-space of state-owned forestty centre reform.The innovation lay on the research view.Former studies just focused on the inner of policy implemention bodies and presented its logic form micro-mechanism of policy carring-out.While this dissertation paied much more attention to the integrity of policy implementing,and took related stakeholders like governments in different levels,Forest centre Management Agent,staff of forestry centre,counties,towns and viliages around into consideration.Meanwhile,we emphsized interation and struggling between forestry centre and governments,as well as the govenance and coordination inside the centre.
