Research On The Influence Of Policy On Biogas Production And Utilization

With the depletion of traditional energy sources and the damage caused by fossil energy to the environment,mankind began to seek new types of green energy.As a renewable and clean energy,biogas has been paid more and more attention for its development and utilization.China’s biogas construction has a history of nearly 100 years.In recent years,the biogas industry has developed rapidly,especially the development and utilization of household biogas has been very rapid,but the existing problems are also increasingly prominent,such as low biogas utilization rate and relatively high cost higher.Therefore,how to give full play to the advantages of my country’s biogas industry resources is one of the important issues facing my country’s green development for a long time now and in the future.In order to seek a new type of green energy and embark on an industrial development path suitable for my country’s national conditions,with the support of a series of new energy industry policies,the development of my country’s biogas industry has entered a stage of transformation and upgrading.However,due to the problems of multi-party management and insufficient implementation,the implementation of biogas industry policies is not very satisfactory.Therefore,comprehensively understand the current development status and research status of China’s biogas industry,compare the differences between China’s biogas industry policies and those of countries with better biogas development and utilization in foreign countries,and correctly evaluate the implementation effect of China’s current industrial policies on China’s biogas industry.The further development of the industry is of great significance.This article first analyzes more than one thousand domestic and foreign documents,sorts out and compares the development status and industrial policy framework of domestic and foreign biogas industry;secondly,combined with the investigation on the development status of biogas in Luohe City,Henan Province,it summarizes the process and characteristics of biogas development in China,And some typical development models worth learning from.Then,using the provincial panel data from 1999 to 2018,we empirically estimated the impact of biogas industry policies on its production and utilization structure.Finally,based on field investigations and empirical analysis results,the feasible policy recommendations for further transformation and upgrading of the biogas industry are proposed.The study found: 1.There are obvious differences in domestic research hotspots and research topics on the biogas industry.In terms of research hotspots,foreign countries are about 4-5 years ahead of China;on research topics,domestic and foreign research focuses on biogas production,biogas products and industrial development.The difference is that due to the large scale of domestic household biogas,domestic research In addition to paying attention to the above issues,a lot of research has also been conducted on the construction of biogas projects and their comparison with household biogas.2.China mainly guarantees the development of the domestic biogas industry from aspects such as financial subsidies,market protection and tax reduction,while domestic and foreign biogas industry policies differ in terms of emphasis on subsidies,raw material assurance,industry standardization,and marketization.Based on this,we discussed the suitability of foreign policies for the development of domestic biogas industry,and the significance of foreign biogas industry policies for reference.3.From 1999 to 2018,my country’s biogas development experienced four main stages.The first phase was before 2003,the budding period of biogas construction;the second phase,2003-2006,household biogas was rapidly developed under the influence of government subsidies;the third phase,2006-2012,biogas projects developed rapidly,household biogas Continue to develop;the fourth stage,after 2012,the development of biogas began to develop towards larger and medium-sized biogas projects.At the same time,some typical cases have also appeared in the actual utilization model,mainly developed in three modes,such as the comprehensive industrial park model of the large-scale biogas power generation project,the comprehensive utilization model of the large-scale farm,and the model of household biogas-biogas service company They combine local resource endowments,and promote the development of large-scale development while taking into account the combination of household biogas and biogas service companies,providing references and ideas for the development of biogas industry in other regions of China.4.The biogas development policy has a significant promotion effect on the upgrading of biogas production and utilization structure.The average promotion force of the development policy is about 2.63-3.34%.After using methods such as instrumental variable methods and generalized moment estimation to eliminate potential endogenousness,the results are still robust.The effect of biogas development policies on the upgrading of biogas production and utilization structure is influenced by the government’s financial policy support such as rural energy funding and local resource endowments.At the same time,there may still be a resource mismatch in the development of biogas in my country.Therefore,this paper proposes to further ensure the implementation of biogas industrial policies from the aspects of system design,policy direction,and policy implementation,so as to ensure the further upgrade of biogas production and utilization structure,and take the lead in the development and utilization of renewable energy in my country.
