| Urbanization is an important symbol of the development of human civilization and an important manifestation of the development of social productivity.Since the reform and opening up,China’s urbanization has made great progress.At present and for some time to come,China’s economy is still in the stage of medium-high speed development,which will promote urbanization to continue to accelerate development.The forest land of state-owned forest farms located in the outskirts of the city has outstanding geographical advantages,resulting in a large demand for the use of state-owned forest lands in the suburbs of urban construction and development,and the forest resources of state-owned forest farms in the suburbs also have greater development potential and economic benefits.At the same time,the forestland of the state-owned forest farms in the suburbs is also the area where the illegal problems of forests are prominent and the forest resources are the most difficult to protect.Therefore,we will discuss and analyze the protection and utilization of state-owned forest land in the suburbs,find out the reasons behind the problem,and put forward corresponding measures and related suggestions for the protection and sustainable use of forest land resources in state-owned forest farms in the suburbs.It is of great practical significance to realize the coordinated development of forest land utilization,ecological environment protection and social economic development.(1)This paper uses theoretical analysis,field investigation,SWOT analysis and other methods to study the factors and problems that affect the protection and utilization of state-owned forest land in the suburbs during the process of urbanization.According to SWOT analysis results,strategic positioning and strategic selection are carried out,corresponding to put forward the specific measures to solve the protection and utilization of state-owned forest land in the outskirts of the peak forest farm.The findings indicate that:(2)In the process of urbanization,the factors affecting the protection and utilization of state-owned forest land in suburban areas are mainly reflected in the utilization structure,spatial layout,utilization function and number of forest land in suburban areas.(3)The outstanding problems in the protection and utilization of state-owned forest land in the suburbs are mainly the non-forestry of forest land,the uncontrolled protection and use planning,the clear definition of the ownership Department of forest areas,the cross-border use of land,the decline in the quality of forest land,and the illegal occupation of forest land.After careful analysis,it is found that the main reasons for these problems are driven by economic interests,the lack of scientific planning for the protection and use of forest land,and the inadequacy of forest land protection policies and the implementation of forest land management systems.(4)According to Nanning City Master Plan,from 2017 to 2022,Nanning City will occupy 1500.5 h m2 suburban state-owned forest land due to urban development.After a large number of suburban state-owned forest land is converted into urban construction land,the development and stability of suburban state-owned forest farms,employee employment,and ecological and environmental protection will face severe tests.The main measures to solve these problems are:In conjunction with urban development planning,we will work out a comprehensive plan for the protection and use of state-owned forest land in suburban areas,strengthen dynamic supervision over the protection and use of state-owned forest land in suburban areas,establish an open bidding system for forest resources,and establish a comprehensive compensation system for the requisition of state-owned forest land in suburban areas.We will promote the sustainable use of forest resources and the implementation of ecological and environmental management to maintain the ecological balance of suburban areas.The study proposes that in the process of urbanization,we should fully study the protection and utilization of state-owned forest land in the suburbs.We should comprehensively consider the sustainable development of the economy,society and ecology,and we must not pursue short-term economic development. |
