| The state-owned forest farm is the main force to guarantee the national ecological security and provide ecological public products.However,for a long time,the system of "public institutions,enterprise management,self-financing" has forced the state forestry farms to focus on solving the problems of people’s livelihood,ignoring the responsibility of ecological protection and ecological construction.Subject to the special administrative system,the state-owned forest farm lacks enterprise development vitality in the market competition.With the full implementation of felling prohibition and felling restriction of forest resources,the scope of production and operation of state-owned forest farms is limited,and many forest farms have fallen into the predicament of exhausted resources and poor survival.The reform plan of state owned forest farms issued by the CPC Central Committee and the State Council in 2015 is to solve the institutional problems of state-owned forest farms,such as ecological responsibility and protection mode,administrative system,employee employment and social security.At present,4855 state-owned forest farms in China have basically completed the reform task and passed the phased acceptance of the State Forestry Administration.However,the reform of state-owned forest farms in Jiangsu Province has been launched in February 2016.So far,76 state-owned forest farms in Jiangsu Province have basically achieved five goals,i.e.rationalization of management system,verification of organization establishment,management of forest resources and support of policy and funds.The reform has achieved remarkable results.This paper takes Hongze state-owned forest farm in Huai’an City as an example,using the methods of literature analysis and on-the-spot investigation,comprehensively expounds the progress of Hongze forest farm’s career reform,and finds that despite the career reform,Hongze forest farm still faces some problems:the infrastructure is still weak in the short term;the forest ecological function is difficult to be improved significantly in the short term;the overall quality of the staff is low in the short term In order to change,there is still a lack of funds and it is difficult to raise funds.Especially under the system of public institutions,state-owned forest farms may fall into the trap of low efficiency.This paper analyzes the reasons behind these problems,and puts forward to increase investment,build a long-term policy system to support the development of state-owned forest farms;introduce market mechanism through government purchase services,enhance the "hematopoietic" function;improve talent selection System,improve the professional quality and skills of personnel;optimize the forest management plan,improve the quality of forest resources;develop self-supporting economy,maintain the sustainable development vitality of state-owned forest farms and other countermeasures and suggestions. |
