| Since the 21st century,with the establishment of cooperation mechanism between China and ASEAN,the economic and trade relations between China and ASEAN have opened up a new situation.ASEAN is the priority direction of the“One Belt and One Road”,strategy and an important node of the“the 21st-Century Maritime Silk Road”,promoting economic and trade cooperation with ASEAN is a key measure to serve China’s foreign strategy.Agriculture,forestry and fishery have always been the key areas of cooperation between China and ASEAN countries.This paper mainly explores the direction and path of fishery cooperation between China and ASEAN from the perspective of ASEAN countries’fishery development trend.Firstly,this paper analyzes the fishery development of ASEAN countries from three aspects:fishery resources,fishery development status and fishery policies.This article suggests that ASEAN countries’fishery resource is rich and its fishery development potential is vast.Fishery is an important industry in ASEAN economy.At present,the fishery output of ASEAN is stable,and the three major industries of fishery including marine fishery,inland fishery and aquaculture are developing well.The ASEAN aquatic product trade develops rapidly,but the backward processing facilities limit the processing level of its export products.In recent years,with the changes in the global marine fishery environment and the world political and economic situation,the fishery policies of ASEAN countries have begun to give consideration to both economic benefits of fishery and sustainability of fishery development.Based on the above,this paper studies the status quo and characteristics of China-ASEAN fishery cooperation.At present,China and ASEAN countries have made progress in the cooperation of aquaculture,long range fishing,aquatic products processing trade and fishery resource conservation,but the overall level of cooperation is relatively low,the scheme of cooperation is relatively simple,and the scope of cooperation is relatively limited.By using the bibliometrics method and trade-related index to measure the complementarity of fishery technology and trade between China and ASEAN,it can be found that China and ASEAN are complementary in fishery technology and trade,and there is still space for further exploration of fishery cooperation potential between China and ASEAN.Then,this paper analyzes the prospect of fishery cooperation between China and ASEAN from aspects of opportunity and challenge.On the one hand,the fishery cooperation between China and ASEAN countries is facing the opportunities from good economic relations and favorable policy background,on the other hand,it is also faced with challenges including fishery resource decline,sovereignty dispute,illegal fishing and complex investment environment.Overall,the prospect of fishery cooperation between China and ASEAN countries is promising,especially in the fields of aquaculture,processing trade and fishing port construction.Finally,based on the above studies,this paper puts forward policy suggestions on major fishery cooperation fields between China and ASEAN countries including aquaculture,ocean fishing,processing trade and fishery resource conservation,so as to fully explore the potential of China-ASEAN fishery cooperation and break through the possible obstacles in the cooperation. |
