The development of distant water fishery(DWF)reflects the comprehensive national power,so all countries regard it as a strategic industry.being a leading nation in distant water fisheries,China has proposed in the "Thirteenth Five-Year Plan for National Fisheries(2016-2020)" to build a modern fishery development path with Chinese characteristics of product safety,resource conservation and environmental friendliness,pointing out that oceanicity The development of fisheries should be “steadily advanced” and the bilateral cooperative DWFs should be “consolidated and developed”.Africa is the starting point for the development of China's DWFs.More than 30 years of fishery cooperation is the best witness to the community of fate between China and Africa.In recent years,the continuous advancement of comprehensive strategic partnerships between China and West African countries has provided opportunities for further cooperation and deepening the development of cooperation between the two sides.At the same time,changes in fishery resources,improvement of management systems,and strengthening of law enforcement have been given to China.Cooperation with West African fisheries has brought new opportunities and challenges.Therefore,it is of great practical significance to carry out the research of this thesis.Through the collection of literature materials,this paper understands the status of global fishery resources and the status of China's DWFs.The study area is concentrated in the West Bank region of Africa.And Mauritania,Morocco,Angola,Sierra Leone and Guinea-Bissau are selected as typical countries for research.The SWOT-PEST models is used to analyzes the prospects of bilateral DWFs cooperation.What's more,the study conducts preliminary discussions on the feasibility of developing fishery cooperation between Zhejiang Province and typical countries,and proposes countermeasures.The results of SWOT-PEST model analysis show that Guinea-Bissau has the most development prospects from the development prospects of fishery resources,and Morocco has the least potential for development.According to the development prospects,the order is as follows: Guinea-Bissau,Sierra Leone,Angola,Mauritania and Morocco.Considering the fishery management policy,China has established strategic partnerships with typical countries,and the fishery management policies and regulations of typical countries have gradually improved.Aamong which Angola's fisheries management is more relaxed and Morocco's fisheries management policy is the most stringent.From the perspective of economic and social conditions and technical needs,Morocco's social and economic conditions are optimal,and there is a large demand for aquaculture and aquatic products processing trade technology.Other typical countries are relatively backward in economy and infrastructure.There is a great demand for a series of fishery investment and technology,such as capture,aquaculture,aquatic products processing and fishery infrastructure construction.Among them,Guinea-Bissau and Sierra Leone have greater demand for capture technology cooperation.In general,the prospects for fisheries cooperation between the five countries and China are considerable.According to comprehensive analysis,the prospects for cooperation are Angola,Guinea-Bissau,Sierra Leone,Mauritania and Morocco.As a large province of China's DWFs,Zhejiang Province is leading the country in the development of distant water fisheries,but the development of bilateral DWFs cooperation is relatively weak.This paper holds that Zhejiang should carry out multi-directional fishery cooperation with five countries on the premise of standardization and orderliness.Based on the above analysis,the paper suggests the following: cooperation with Mauritania's fisheries can focus on the development of pelagic fishery resources,optimize production methods,and improve local fishery infrastructure;in Morocco,we can expand fisheries cooperation by investing in marine aquaculture and aquatic product processing trade.In the field;cooperation with Angolan fisheries should establish a bilateral fishery information exchange mechanism,adjust the industrial structure,and build a comprehensive fishery industry base;cooperation with Sierra Leone should play a bridge role between the China-Serbia Fisheries Association and adjust the capture structure;and cooperation with Guinea-Bissau should adjust Investment structure,strengthen cooperation in capture technology,and eand conduct education and training for local fisheries workers.The ocean is a community of human destiny.Zhejiang needs to continue to follow the strategic plan of the country and continue the "maritime Silk Road" under the guidance of the “one belt and one road” initiative,continue to mutually benefit from Africa,jointly protect marine resources with other countries in the world,combat illegal fishing,conduct fishery cooperation in many formats,and take the road of sustainable fisheries development.
