China is a country with a large population,agriculture and irrigation.In recent years,affected by the increasing demand of industry,life and other industries,the proportion of agricultural water consumption has been decreasing,but it still accounts for more than 60%.It is the largest consumer of water in China.Vigorously developing agricultural water-saving is the only way to solve the water constraint factors in China and realize the sustainable development of agriculture,forestry and animal husbandry.Based on the analysis of the comprehensive benefit evaluation of water-saving agriculture at home and abroad,this paper studies the comprehensive benefit evaluation index system and evaluation method of water-saving agriculture in heping irrigation area of qingan county,heilongjiang province.1.Established the comprehensive benefit evaluation index system of water-saving agriculture in heping irrigation area.Considering the characteristics of water-saving agriculture and its likely to regional social,economic,and ecological environment in many aspects,the influence of peace irrigation area in heilongjiang nearly five years of reformation,irrigation water,crops,such as meteorological data,analyzes the influence factors of water-saving agricultural comprehensive benefit evaluation,selected the three secondary indexes and 22 tertiary indicators,established the peace of water-saving agricultural comprehensive benefit evaluation index system.2.By analyzing the commonly used comprehensive benefit evaluation methods of water-saving agriculture,the comprehensive benefit evaluation method based on multi-objective evaluation and Topsis method was proposed according to the ideas of index selection,dimension reduction and comprehensive benefit evaluation.3.Combined with the actual value and weight of each index in the comprehensive evaluation system of this paper,the comprehensive benefit evaluation results of water-saving agriculture in heping irrigation area from 2013 to 2017 were calculated.The results show that the comprehensive benefit increased from 0.377 to0.652 and 0.275 in 2013-2017.Based on the principal component matrix obtained after dimensionality reduction above and the weight calculated,Topsis method was used to obtain the distance between the optimal and the worst scheme in different years of heping irrigation area and the Ci value of its optimal scheme.From2013 to 2017,the comprehensive benefits of heping irrigation area were different.The year with the highest Ci value was 0.682 in 2017.The lowest was 0.577 in 2013.
