| In recent years,with the intensification of problems such as water resource shortage,waste,and deterioration of water quality,the coexistence contradictions of water resource shortage,severe waste,and low utilization efficiency in agricultural production have become increasingly prominent.Therefore,conducting an evaluation of the comprehensive benefits of efficient and water-saving irrigation in irrigation areas,identifying the shortcomings in the development and construction of irrigation areas,and proposing corresponding suggestions to address these shortcomings can not only improve the efficiency and benefits of water resource utilization,but also have significant implications for the social and environmental development of irrigation areas and even for responding to the strategic needs of national ecological civilization construction.This study takes the small-scale farmland water conservancy project in Wuqi County,Shaanxi Province,as an example,and adopts a technical route that combines theoretical and empirical research to analyze the actual situation of the research area.A comprehensive benefit evaluation index system for high-efficiency water-saving irrigation projects is constructed,and the weight of the evaluation index is determined.The comprehensive benefit of high-efficiency water-saving irrigation projects is evaluated,and the evaluation results and development suggestions are obtained.The main content and conclusions of this study are as follows:(1)A comprehensive benefit evaluation index system for efficient water-saving irrigation projects has been constructed.Based on the actual situation of efficient water-saving irrigation projects,with a focus on social and sustainable benefits,a comprehensive benefit evaluation index system for efficient water-saving irrigation has been constructed,which includes a target layer,seven system layer indicators(engineering,society,economy,ecology,resources,sustainability,and management),and 30 indicator layer indicators(8 qualitative indicators and 22 quantitative indicators),On this basis,five levels of comprehensive benefit evaluation and corresponding scoring intervals for each level are determined,and data normalization preprocessing is completed.(2)The weight of the evaluation index system has been determined.The analytic hierarchy process(AHP)and entropy weight method were used to determine the subjective and objective weights of the comprehensive benefit evaluation indicators for efficient water-saving irrigation in Wuqi County,and a set of objective and reasonable comprehensive weight evaluation results were obtained through the integration and fusion of game theory ideas:the social benefit(0.2173)and economic benefit(0.1989)were the most weighted in the secondary indicators,while the management(0.1013)and engineering indicators(0.0814)were relatively small;The proportion of promoting local economic development(0.1460),promoting social atmosphere improvement(0.0947),and soil texture improvement(0.1029)in the tertiary indicators is relatively large.(3)Evaluated the comprehensive benefits of efficient and water-saving irrigation for small-scale farmland in Wuqi County.The evaluation was conducted using the osculating value method,improved rank sum ratio method,BP neural network method,and NARX neural network method.The results showed that the comprehensive benefits from 2016 to 2020 wereⅢ,Ⅲ,Ⅱ,Ⅱ,and Ⅱ,respectively.The evaluation results of the comprehensive benefits were 2020>2019>2018>2017>2016.The comprehensive benefits have been increasing year by year,indicating that after the 2017 Wuqi County small-scale farmland water conservancy and efficient water-saving irrigation project,the comprehensive benefits of the irrigation area have been improved.(4)Through the above four comprehensive evaluations,the problems existing after the operation of Wuqi County’s efficient water-saving irrigation project are found,and relevant suggestions to improve the comprehensive benefits are given:strengthen the management of irrigation water,strengthen the promotion of technology,formulate reasonable water prices and water use plans,improve the utilization rate of water-saving irrigation projects,and improve the comprehensive benefits of efficient water-saving irrigation in Wuqi County. |
