Cultivated land consolidation is an effective method to promote rational land utilization,adjust land use structure,and coordinate man-land relationship.In recent years,related works on cultivated land consolidation in China have gradually transformed from being non-governmental,disorder and underfunded into a planned and standardized status with stable input.As practice scale expands,it has an increasingly great impact on supporting and protecting national socio-economic development.The Third Plenary Session of the 18 th Central Committee of the CPC has proposed several relevant regulations or institutions about spatial planning,such as establishing a comprehensive spatial planning system and taking ‘three districts and three lines' as the spatial planning carrier to coordinate and guide various special plans,gradually forming a coordinated spatial division.Therefore,cultivated land consolidation based on the territorial spatial planning should transform its evaluation mechanism with the consideration of quantity,quality and ecology under the framework of integrated land consolidation.Meanwhile,the trinity protection of cultivated land should be promoted to meet newer and higher requirements of cultivated land consolidation set by territorial spatial planning.Based on related studies and researches on territorial spatial planning and cultivated land consolidation potential,this paper constructs an index system of national spatial development suitability evaluation using multi-factor comprehensive evaluation approach,and employs three-dimensional magic cube graphic method to carry out suitability evaluation and land use zoning from aspects of urban development,agricultural production and ecological protection function.Additionally,considering the resource-environmental pressure and its carrying capacity as well as the economic-social coordinating ability,this paper calculates the index of resource-environmental carrying capacity of this case by state space method.According to the carrying capacity,the spatial zoning can be adjusted.Combined with developing goals of the ‘three regions' and realities in this case,the potential of cultivated land consolidation is evaluated in terms of quantity growth,quality promotion and ecology improvement,and is rectified by the resource-environmental carrying capacity index.Moreover,this paper compares its potential evaluation results with results in the ‘13th Five-Year Plan' of the study area.Main conclusions are as follows:(1)According to evaluation results of land spatial development suitability,the ratio of urban space,agricultural space and ecological space in Jilin Province is 1:3.42:3.43,respectively.The urban space distributes along the urban axis of Jilin Province.The agricultural space mainly concentrates in the key protected areas of black soil.While the ecological space mainly distributes in the mountain areas in the east,the plain areas in the west and areas along the key river basins.(2)The resource-environmental carrying capacity of Jilin Province is generally weak,in which 47.55% of the regions are loadable or fully loaded,and 52.45% of the regions are overloaded in comparison with the ideal state.Generally,the resource-environmental carrying capacity in the eastern part of Jilin Province is stronger than the western part.(3)As for the potential evaluation of cultivated land consolidation,the quantity potential in Jilin Province is low,and the quality potential mainly gathers in the plain area of western Jilin Province as well as the Changbai Mountain area.The ecological potential is relatively large in the central part of Jilin Province and along the Songhua River.The potential of ecological restoration mainly distributes in some parts of Baishan City and Yanbian Korean Autonomous Prefecture in the eastern Jilin Province.(4)According to the comprehensive potential evaluation results of cultivated land consolidation in urban space,agricultural space and ecological space,the consolidation area of Jilin Province can be divided into the recent priority area,the medium-term key area,and the long-term general area,with an area ratio of 1:1.25:1.54.And the area ratio of cultivated land is 1:1.37:1.04.(5)Compared with the potential evaluation results of cultivated land consolidation in the ‘13th Five-Year Plan' of the study area,the research results in this paper show a higher concentration,and advantages in regional heterogeneity.The difference of evaluation results is mainly due to the idea of ‘zoning before evaluation' in this paper,and different definitions on the potential of cultivated land consolidation.
