Abstract/Summary:
Cultivated land resources are the basis of national food security,which is of great significance to human production activities.The utilization of cultivated land resources will directly affect the national food security,ecological security and social harmony and stability.With the rapid development of industrialization and urbanization,the contradiction between sustainable utilization of cultivated land resources and economic and social development is obvious.Cultivated land provides sufficient and necessary space for social and economic development,but the expansion of construction land brought by economic development inevitably leads to the reduction of cultivated land area and the decline of cultivated land quality.In the face of the conflict between cultivated land protection and urban expansion,how to scientifically and reasonably distinguish the potential land use conflict types between different use methods has become an important measure to ensure the rational use of cultivated land resources.The suitability of cultivated land was systematically evaluated based on the suitability of cultivated land and its natural use;At the same time,a comprehensive evaluation system covering the natural geological conditions,socio-economic development level and location conditions of cultivated land was established,and the suitability evaluation of cultivated land as construction use was carried out,and different suitability grades were divided.On this basis,the coupling coordination model was constructed to identify the types and zoning of potential land use conflicts.The main conclusions are as follows:Through the evaluation of the suitability of agricultural use and construction use of cultivated land,the results show that there are obvious spatial differences in the distribution of agricultural suitable area and construction suitable area due to the limitation of its own resources and surrounding environmental conditions.In different regions,the proportion of suitable area for agriculture of cultivated land height is Xinmin City,Kangping County and Faku County,which are 40.54%,21.19%and 17.03%respectively.The spatial distribution is characterized by high in the East and low in the West.Xinmin East,Faku southeast and Kangping East are mainly affected by the main urban area of Shenyang and the agricultural location around the city.The proportion of suitable area for cultivated land construction in different areas is Xinmin City,Faku County and Kangping County,which are 35.13%,26.55%and 14.73%respectively.Xinmin City has the advantages of natural,regional and socio-economic development.The suitable areas for high-level construction are widely distributed,mainly concentrated in the eastern region near Shenyang,and obviously overlapped with the agricultural suitable areas.Faku County and Kangping County are mainly distributed around the central cities and towns.Through the construction of coupling coordination model,the size of agricultural suitability and construction suitability was further compared to identify potential land use conflicts.The results showed that the high potential conflict areas accounted for the largest proportion in Xinmin City,accounting for 11.72%,with large scope of conflict and high risk;Kangping County had the largest proportion of medium and low potential land use conflict areas,accounting for 34.51%and 0.25%respectively.The distribution of potential land use conflict areas is high in the East and low in the west,high in county and township administrative centers,and low in administrative boundaries.The results show that the distribution of potential land use conflict areas in Xinmin City,Faku County and Kangping County is closely related to urban radiation under different location conditions.The distribution of potential land use conflict areas in Xinmin City and Faku County is affected by Shenyang radiation,and concentrated around the main urban area of Shenyang and near the town center of county area;Kangping County is the farthest from the center of Shenyang City.Affected by its own social and economic development and road traffic conditions,potential land use conflict areas are mainly distributed around the urban center.According to the characteristics of different types of conflict areas,cultivated land protection areas were divided into A1and A2agricultural dominant areas and N1,N2potential conflict areas with higher agricultural suitability as cultivated land priority protection areas.The priority protection areas of cultivated land resources in Kangping,Faku and Xinmin reached more than 90%,evenly distributed throughout the territory,and the proportion of new residents was the highest,reaching 99.37%.We should implement differentiated management policies on cultivated land resources and strictly supervise the non-agricultural construction of cultivated land;the C1and C2construction advantage areas with higher construction suitability are designated as construction reserve areas,accounting for 1.34%of the total area of the study area,and the largest proportion of the construction reserve area in Kangping County is 3.80%,so the agricultural suitability is weak.The red line of construction land should be scientifically delimited and strictly implemented,and the balance policy of cultivated land occupation and compensation should be implemented;The A3type agricultural advantage area,C3type construction advantage area and N3type potential conflict area with low suitability for agriculture and construction are designated as ecological governance areas.Kangping County has the largest proportion,and the ecological environment is relatively fragile.Therefore,ecological restoration and regeneration,or ecological conversion of farmland are carried out to ensure the sustainable development of the environment.
