The northern rocky mountainous area is an area where soil and water loss becomes such a serious problem that it leads to the decline in soil fertility. This problem have seriously impact on the development of the economic situation. With the country's policy of poverty alleviation and ecological environment construction, increasingly importance has been attached to soil and water loss conservation. It is a way to promote economic through improving the soil condition and production capacity. An important means of controlling soil and water loss is to choose and work out a plan about soil and water conservation measures through evaluating the ecological effect of typical soil and water conservation measures, and to optimize the benefits of soil and water conservation measures to protect soil and water. The ecological effect of research has been more and more concerned about environmental protection and ecological construction, which becomes a hot research. This paper focus on horizontal comparison of the typical soil and water conservation measures through the way of the slope and slope length correction formula, determining the standard plot(Unit Plot). Finally,it optimize the allocation of soil and water conservation measures. The results show that the typical engineering measures in the northern rocky mountainous area often use the fish-scale pit and terraces with stone banks to reduce the sedimentation and reduce the sedimentation effect, and fish-scale pit is better than terraces with stone banks;Typical forest and grass measures in the northern rocky mountainous area show that kudzu, lespedeza, mulberry have a very good effect on reducing sediment and reducing water and kudzu has a nitrogen fixation which is the soil and water conservation pioneer tree species;About typical tillage measures, the soil and water conservation effect of the cross ridge is better than longitudinal ridge.
