Establishment Of Monitoring And Evaluation System For Forest Management Plan

Forest management plan is an important basis for forest management units to manage forest resources and prepare annual strategic plans.However,there is still lack of special monitoring system for monitoring and evaluating the implementation of forest management programs in China.Therefore,it is urgent to establish a corresponding monitoring mechanism to ensure the implementation effect of the management plan.By studying the existing forest management system at home and abroad,and combining system theory and adaptive management theory,this study constructed a forest management plan monitoring and evaluation system suitable for China's forest management units.The system covers five main aspects,namely forest resources,forest environment,forest management activities,forest ecotourism and infrastructure construction monitoring project design,and establishes corresponding monitoring methods and monitoring frequency according to different monitoring indicators.The monitoring,evaluation and feedback mechanisms have been established on the monitoring procedure,which is a comprehensive monitoring and evaluation system for forest management program.At the same time,this paper takes "Kunyu Mountain Forest Farm Management Plan(2010-2020)"as a specific case,and compares the forest management objectives and management status of Kunyu Mountain Forest Farm.With the framework of monitoring and evaluation system and the forest management status of Kunyu Mountain Forest Farm,the monitoring and evaluation system of forest management scheme was applied and tested in practice.Through research,it is found that the forest management plan monitoring and evaluation system has certain feasibility and operability in the operation practice of Kunyu Mountain Forest Farm.It can effectively evaluate the implementation and effect of forest management plan,and provide an important basis for the next operation and management of Kunyu Mountain Forest Farm.However,there are some problems in the specific practice.For example,the accuracy of the data obtained by some monitoring indicators cannot be guaranteed,or the professionalism of the summary and analysis of monitoring results cannot be guaranteed.Moreover,the monitoring costs required for some monitoring indicators are relatively high,which increases the financial burden of business units to a certain extent.But overall,the system is still viable.It can provide periodic feedback for forest management,help to timely revision of forest management plans,adjust the direction of forest management,and provide important protection for sustainable forest management.
