The Currrent Situation And Development Countermeasures Of China Forest Certification System

China Forest Certification System(hereinafter referred as CFCS)has been gradually formed and constantly improved since 2001,when the State Forestry Administration had established the Forest Certification Division.In order to find out the future development direction of CFCS and promote the rapid and steady progress of forest certification in China,the paper analyzed the issue in the aspects of global forest certification system,the development process and organization structure of CFCS and the situation and tasks of CFCS using the methods of literature review,interview,questionnaire survey,SWOT analysis and field investigation.The paper analyzed the data with the consideration of qualitative and quantitative analysis,combined with general and typical,and normative and empirical analysis.The result showed that forest certification in China has the following shortcomings:(1)the domestic forestry certification motivation is insufficient;(2)the certification system and market operation is not standardized;(3)uneven quality of certification caused by certification standards and audit differences;and(4)certification training and consulting market is chaotic.China's forest certification is in a comprehensive and rapid development stage.In the future,the development should be focused on government guide,establishing certification system standards,and regulating the forest certification market.The paper indicated that measures should be taken from the following aspects:(1)the Certification and Accreditation Administration and other relevant management departments should adopt more effective certification supervision and management mechanism to strengthen the supervision of certification;(2)cultivating the certification market through the way that the government introduced the incentive and supportive policies to guide domestic consumption;(3)strengthen cooperation between different certification systems including speeding up the cooperation and linkage between national forest certification system construction and FSC.It may be taken into consideration that the government adopts relevant policies to stipulate that the forestry enterprises have to follow the national forest certification standards and systems after the formal introduction of the forest certification system in China,and then are encouraged to be certified by other certification systems.Meanwhile,the certification bodies should be encouraged to acquire the dual recognition of national system and FSC.
