The Guishui River will support for the 2019 World Garden and the 2022 Winter Olympics.In order to meet the requirements of the World Expo and the Winter Olympics,which for the harmonious and livable,eco-health,beautiful countryside and other requirements of the Guishui River.It is necessary to make different scientific and reasonable means for the Guishui River on the basis of soil and water conservation management.This paper not only combines the current situation of soil and water conservation in the Guishui River and the future land function orientation,but also constructs an optimized and screening method for the land structure allocation plan of the Guishui River from the direction of multi-objective optimizations.The main research contents of this paper are as follows:(1)On the basis of soil and water conservation and the needs of the World Expo and the Winter Olympics,follow the selection of indicators and data,combined with the existing literature on soil and water conservation related indicators From the five perspectives of economy,resources,society,environment and ecology,the index system of land optimization plan for the Qinshui River Basin is constructed,and the objective function and constraints for the land structure allocation of the Qinshui River Basin are constructed based on the index system.(2)Entering the objective function and constraints of the Qinshui River Basin,using the multi-objective genetic algorithm NSGA2(Non-dominated Sorting Genetic Algorithms 2)based on differential variability,designing a multi-objective optimization method for the land allocation plan of the Qinshui River Basin,forming a set of multi-objective requirements and uniformity A non-dominant land allocation scheme distributed at the forefront of Pareto.(3)In the multi-group non-dominant schemes,the hierarchical structure model of the Qinshui River Basin is established from the perspectives of comprehensiveness and accessibility,and the optimal method of land allocation structure with practical operational value is selected based on AHP(Analytic Hierarchy Process)research.In the empirical analysis,based on the existing soil and water conservation monitoring data,yearbook data and measured data,the experimentally obtained the area of five non-dominant cultivated land,garden land,forest land,water area and construction land and their corresponding five Dimensional benefits.Then,using AHP method,a set of land allocation schemes satisfying the Qinshui River Basin is selected from the obtained Pareto schemes,which provides scientific guidance for the planning and construction of soil and water conservation in the Qinshui River Basin.
