The marine economy has become a new growth point for the world economy,and it is an important part of the country’s comprehensive strength.Competition in the contemporary economy,especially marine competition,depends on competition from science and technology.we must implement scientific and technological innovations and strive to break through the technological bottleneck that restricts the development of the marine economy.Therefore,we must increase the contribution rate of scientific and technological progress in marine as the top priority for development of the Lianyungang marine economy.Based on the research result of the domestic and international in the past of marine economy progress contribution rate of science and technology,this paper identified some concepts of the contribution rate of scientific and technological progress in marine economy,analyzed the current situation and existed problems of Lianyungang marine science and technology,and emphasized the important role of science and technology in the development of marine economy.In the empirical analysis,the Solow’s residual method was used to calculate the contribution rate of scientific and technological progress of Lianyungang marine economy during 2007-2017.The results show that the highest contribution to marine fisheries is the advancement of science and technology,and the contribution rate of scientific and technological progress in marine fisheries is 53%.,and technology has the backbone of the development of Lianyungang’s marine economy.Finally,suggestions for improving the contribution rate of Lianyungang’s marine economic scientific progress are proposed,thus speeding up the economic development of Lianyungang marine economy.
