Research On Role Of Scientific And Technological Progress In Improving The Forestry Development Level In Shanxi Province

Scientific and technological progress has become the important factor that affect the existence and development of the forestry,measurement of contribution rate of science and technology progress is the foundation of modern forestry and comprehensive indicator in comparing forestry science and technology development in different provinces and regions.Based on the authoritative data of forestry industry,Solow residual method as the calculating method,combining with the characteristics of forestry and the actual situation in Shanxi Province,the contribution rate of forestry science and technology progress in the "11th five-year plan" and " 12th five-year plan" period are calculated,and the scientific and technological achievements are analyzed,the conclusions are as follows:1)the contribution rate of forestry science and technology is-35.14%and 163.30%respectively during the 11th five-year plan and the 12th five-year plan period in Shanxi Province;2)capital input has a great influence on the growth of forestry economy in Shanxi Province,and the volatility is strong,while the impact of labor input is relatively stable;3)there are still a series of hidden problems:institutional mechanism,achievement transformation,standardization work and talent team construction.Aiming at the existing problems,this paper puts forward the following countermeasures:1)to stick to the problem orientation and carry out the reform of the management system of science and technology projects;2)to highlight the innovation mechanism and carry out the new pattern of independent innovation of science and technology;3)to promote the transformation of achievements;4)to improve the standardization system;5)to attach importance to the construction of the talent team and improve the technical support capability and level.
