Forest resources are of great significance for social development. They provide not only the material energy basis for the economic development of the human society, but also the ecological guarantee for the living environment of human beings.Currently, with the constant progress in China's modernization building, the imbalance between social benefits and ecological benefits is constantly expanding. To better achieve sustainable development,non-commercial forest is a critical force to strike a balance between social benefits and ecological benefits.Focusing on the management of non-commercial forest the thesis believes that the management of non-comnercial forest requires not only the coordinated arrangement by the government, but also the proper participation by rural households to transform the rigid management model.Since non-commercial forests have the attribute of public products, the government has always regarded them as a kind of free public materials to be shared by all and almost all the expenses of maintenance, construction, and operation are paid by the government. As the building area of non-commercial forest in China is continuously expanding, the government not only faces the huge pressure of investment, but also is constrained by such problems as low efficiency in forest resource management and low overall quality of resources, failing to maximally leverage ecological benefits. Therefore,we should involve rural households in governance to change the single management model. This thesis mainly takes rural household behavior theory, public product theory, and extermality theory as the basis, deeply discusses the mechanism for rural households to participate in the management of non-commercial forest, and starts from the overview of China' forest ecological economy and the status of forest resource management. Then, the thesis initially analyzes the survey data, studies the problems, further analyzes the factors influencing rural households' willingness to participate in the management of non-commercial forest through factor analysis method and regression analysis, and proposes referable suggestions on rural households9 participation in non-commercial forest management. This thesis consists of six chapters.Chapter One is the introduction. It systematically introduces the background for the management of non-commercial forest, sorts out,and summarizes relevant domestic and overseas studies on foreign resource management.Chapter Two discusses the definition of rural households' participation in non-commercial forest and the theoretical basis required by thesis writing.Chapter Three analyzes the mechanism for rural households' participation in the management of non-commercial forest, and illustrates the necessity and internal and external causes of rural households' participation.Chapter Four starts from the basic condition of China's forest economy and the status of forest resource management, eonducts a descriptive statistical analysis of the data of the questionnaire survey, and further analyzes the status and problems in rural households' participation in the management of non-commercial forest.Chapter Five takes the management of non-commercial forest as the research object, studies the basic condition of the management of non-commercial forest, selects 165 household samples, adopts the bibliometric analysis software SPSS20.0 in analyzing and proeessing the data acquired from the questionna:ire survey, and uses the Logistic model to analyze the influence factors for rural households' participation in the management of non-commercial forest.Research results show that the gender of rural household, total household income, participating rationality of rural households, the degree of government support, and the significant impact of the influence of rural households' communities on rural households' participating willingness.Among them, the influence of rural householdse communities is significantly negatively correlated with rural households' willingness to participate in the management of non-commercial forest while the other factors are significantly positively correlated with it.Based on the results of the empirical analysis,Chapter Six proposes countermeasures and suggestions on enhancing rural households' participation awareness, perfecting laws and the legal framework, and improving the community influence.
