Construction And Development Of The Water-soluble Fertilizers Supervision System

Water soluble fertilizer is a kind of multivariate compound liquid or solid fertilizer which can be completely dissolved in the water;it is easy to be absorbed by crops.It can be used for irrigation and fertilization,foliar fertilizer,soilless cultivation,seed soaking and root dipping,and so on.The types include the water-soluble fertilizers containing nitrogen,phosphorus,and potassium,the water-soluble fertilizers containing calcium and magnesium,the water-soluble fertilizers containing micronutrients,the water-soluble fertilizers containing amino-acids,the water-soluble fertilizers containing humic-acids,organic water soluble fertilizers.Water-soluble fertilizers have obvious advantages,such as high availability,high utilization rate,and flexible formulation,strong pertinence,enhancing the ability of crop stress resistance,economic and convenient on using.In recent years,the government has been vigorously promoting the integration of water into fertilizer and developing the intensive,large-scale,standardized modern agriculture and water-saving agriculture.In this policy background,water-soluble fertilizer industry has been rapid development.The research on water soluble fertilizer regulation system not only for providing theoretical guidance for agricultural counterfeiting and agricultural products quality and safety supervision,conducive to promoting the healthy development of the water soluble fertilizer industry and the rapid promotion of water-fertilizer integration technology,but also conducive to the rational and non-increase use of fertilizer.In this paper,basing on the Shanghai water soluble fertilizer market,we obtained the samples non-repeated,comprehensive and by net price.The characteristics and relevance of the current water-soluble fertilizer market were summarized and analyzed,that include a wide range of product types,packaging specifications in small packaging,high retail price,low qualified rate,and so on.Through the analysis of the current laws and regulations system,administrative management system,technical service system,we summarized lots of problems that include the illegal water-soluble fertilizers registration system,imperfect necessity,insufficient supervision ability of the quality,lack of cooperation between regulators and other issues.Finally,as the purpose to promote the development of the water-soluble fertilizer supervision system in China,we proposed four methods that include the government should promote regulations introduced to improve regulatory basis;cancel registration system to improve the efficiency of supervision;renew the standard to enhance the detection capability;priority to take a variety of useful measures.
