Research On The Price Of Agricultural Irrigation Water In Chaoyang City

China is a big agricultural country,water resources is the lifeblood of agriculture.At present,there are widespread problems in agricultural production,such as inefficient use of water resources,low agricultural water prices,and waste of water resources,reasonable price of agricultural water is a direct and effective measure to improve agricultural water use efficiency and control the total amount of agricultural water use.In view of several problems of agricultural irrigation water in Chaoyang,combining with local physical geography,agricultural planting structure and other actual conditions,this paper puts forward a suitable agricultural water price reform scheme for Chaoyang.(1)Based on the field investigation,it is found that there are some problems in agricultural irrigation in Chaoyang,such as the contradiction between the cost of agricultural water and the income of production,the lack of unified charging standard for agricultural water,the reconstruction of light pipes in irrigation projects,etc.,and set the direction of Farm water water price reform in Chaoyang.(2)based on the analysis of five water price accounting theories commonly used at present and the actual situation of agricultural water use in Chaoyang,the most suitable water price accounting method is put forward,that is,the reasonable water price is equal to the total cost of actual production water price minus precise subsidy;And two irrigation projects as a typical case to calculate the full cost of water prices and running costs of water prices.(3)The precision subsidy is based on the type of crops and their output value or the farmers' bearing capacity for water price.Through the investigation and interview of farmers,the relationship between the planting crops and the bearing capacity for water price is analyzed,to provide a basis for establishing precise subsidy and water-saving incentive mechanisms,and to calculate the precise amount of subsidy in Chaoyang over the next 10 years.(4)In order to ensure the smooth development of water price reform,we should adopt such safeguard measures as the implementation of step water price,the establishment of reasonable water price subsidy,accurate measurement,and the innovation of incentive mechanism,etc.,it is suggested that the relevant government departments should try to carry out the reform of farmland water conservancy system,increase capital investment,integrate management departments and adjust industrial structure,so as to lay a foundation for the smooth implementation of water price reform.
