Study On The Impact Of Financial Support For Agriculture On The Efficiency Of Agricultural Circular Economy

As a basic industry of the country,we should vigorously promote agricultural development.However,at present,while developing agriculture in China,there have been ecological problems such as soil erosion and serious pesticide pollution,and there are also problems of waste of resources and energy.Therefore,the agricultural circular economy is the trend of future agricultural development.China's” Guiding Opinions on Accelerating the Development of Agricultural Circular Economy” issued in 2016 also explicitly mentioned,by 2020,it is necessary to establish a policy support system that meets the requirements of the development of agricultural circular economy,and basically build a circular agricultural industrial system.Agriculture has certain public product attributes,financial support for agriculture is an indispensable means of developing agricultural circular economy.Since the founding of New China,the policy of financial support for agriculture has been constantly changing.Many scholars have studied the role of fiscal support for agriculture in agricultural economic development and farmers' income increase,and actively explored the development of agricultural circular economy.However,there are few studies on the impact of fiscal support on agricultural circular economy.Therefore,it is imperative to study the impact of fiscal support on agricultural circular economy.The effect of fiscal support for agriculture on the efficiency of agricultural circular economy can be divided into two aspects: The first is the impact on the agricultural economy;the second is the impact on the agricultural ecological environment.On the one hand,fiscal expenditure on agriculture promotes the development of agricultural economy by increasing agricultural investment.After farmers receive agricultural subsidies,they will increase the demand for pesticides and fertilizers,thus affecting the agricultural ecological environment.The effect of fiscal support for agriculture on agricultural circular economy needs further study.This paper introduces the concepts related to fiscal support for agriculture and agricultural circular economy,The theoretical basis of public finance theory,sustainable development theory and input-output theory is introduced from the perspective of the necessity of government intervention in agricultural development,the necessity of developing agricultural circular economy and the data envelopment method.To sort out relevant literatures,to understand the current research content and research level of financial support for agriculture and agricultural circular economy,and to learn from relevant experiences and methods.It also analyzes the current situation of China's fiscal support for agriculture and agricultural circular economy.Empirical analysis,firstly,based on the "3R" principle of agricultural circular economy and the previous studies,five input indicators and three output indicators were selected and introduced into CCR and BBC models by DEA method to measure the efficiency of agricultural circular economy.The results show that the efficiency of China's agricultural recycling economy is not fully effective in DEA,and there are differences in the development level of agricultural recycling economy.Then the panel data of 30 provinces,municipalities and autonomous regions in China will be tested in 2007-2016,and a fixed effect model will be established for empirical research,It is concluded that the negative correlation between China's fiscal expenditure on agriculture and the efficiency of agricultural circular economy is significant.Targeted policy recommendations based on the above: Change the trend of financial support for agriculture,and establish a financial support system based on green ecology;Establish a financial long-term support mechanism and establish a special fund to promote the development of agricultural circular economy;Rationally allocate financial support for agriculture,increase the rate and utilization rate of fiscal support for agriculture,improve the performance evaluation system for financial support,and promote fiscal support for agriculture to play a more effective role.
