Study On Ecological Compensation Standards For Fisheries Banned In The Yangtze River Basin

At present,the contradiction between ecological environment protection and regional economic development in the Yangtze River Basin is becoming more and more serious,and the contradiction between fishery resources protection and fishermen’s livelihood is becoming increasingly prominent.Under the background of the withdrawal of fishing in the Yangtze River Basin,the fishery ecological compensation system is an important link to solve the ecological environment deterioration and the livelihood of fishermen in the Yangtze River Basin.The standard of ecological compensation is an important part of the ecological compensation system.Based on field research,drawing on the framework of ecological compensation and land expropriation compensation for grassland retreat,and based on economic theory and property law,using opportunity cost method,this paper concludes that the standard of ecological compensation for retreat fisheries in the Yangtze River Basin should include: compensation for fishing income(purchase of fishing license)and compensation for social security.(Unemployment,reemployment,pension and medical subsidy,as well as early withdrawal incentives,special production equipment scrap compensation(fishing boats and nets)are three major parts,and then the calculation model of each part is put forward.Finally,the general formula of ecological compensation for fishermen is obtained.Taking Hubei Province as an example,the mainstream of the Yangtze River basin through the provincial region,combined with the data reported by fishery administration departments and fishermen’s survey data,the survey data are measured.The total amount of compensation needed for fishermen’s withdrawal from the Yangtze River Basin in Hubei Province is 25.73 billion yuan.The total amount of compensation needed for fishermen’s withdrawal from the Yangtze River Basin in Hubei Province is29.75 billion yuan,which provides a useful reference for the implementation of the ecological protection policy of the Yangtze River Basin.The article is divided into eight chapters.The first chapter is the introduction.This chapter lays the foundation for the full-text research.It mainly puts forward the research background and significance of this paper,and constructs the technical roadmap of the article according to the research content and structure framework of this paper.At last,it combs and introduces the main research methods adopted in this paper,and puts forward the possible innovative points of this paper combined with the actual situation.The second chapter is the literature review part,which provides references and references for this study by consulting and sorting out the representative literature of ecological compensation at home and abroad.The foreign research review mainly focuses on the object,calculation method and mode of ecological compensation,while the domestic part mainly focuses on the object,principle and mode of ecological compensation,in order to carry out the ecological compensation of fishery in the Yangtze River Basin.Compensation provides practical reference.In the third chapter,the concept and theoretical basis of ecological compensation for fishery in the Yangtze River Basin are discussed.Firstly,the concept development of ecological compensation is introduced.Secondly,the related theory of ecological compensation is introduced,which provides theoretical support for the study of ecological compensation for fishery in the Yangtze River Basin.Chapter IV is the satisfaction analysis of fishermen who have retired from fishing in Honghu City,Hubei Province.In 2017,the satisfaction survey of fishermen who have retired from fishing in Honghu City,Hubei Province was conducted.Fifty-three valid questionnaires were obtained.Through quantitative analysis,the compensation standard was found to be the decisive factor affecting the satisfaction of fishermen who have landed on fishing policy.The fifth chapter is the investigation and analysis of the ecological compensation of the fishery for fishery for fishing back.This paper conducted the investigation on the ecological compensation of fishery for fishing back in nine districts and counties of Hubei Province in 2017,and formed 10 interview materials of fishery administration departments and 134 questionnaires of fishermen.This chapter is the analysis and summary of the interview materials and survey questionnaires obtained from the investigation.The interview materials of fishery administration departments(Appendix 1)provide the content of the compensation framework.The fishermen’s questionnaire data(Appendix 2)and the data reported by fishery administration departments(Appendix 3)provide data support for the calculation of compensation costs.Chapter 6 introduces the general situation offishing fishery in Hubei Province from the aspects of fishing production license,fishing professional production equipment,fishing profit and fishermen’s social security,which lays a foundation for the following research.The seventh chapter is the empirical analysis of the calculation of the ecological compensation standard for fishery in the Yangtze River Basin.Firstly,the framework of ecological compensation is established,which consists of compensation for fishing rights and interests,compensation for social security and compensation for scrapping of special production equipment.Then,the calculation model and general formula of ecological compensation are proposed.On this basis,combined with the data submitted by fishery administration departments and fishermen’s survey data,the measurement is carried out.The ecological compensation standard of fishery returned from catches in the Yangtze River Basin of Hubei Province was calculated,and the calculated data were corrected,so that the calculated results reflected fairness and fairness.Finally,according to the opportunity cost method and Monte Carlo model,according to the average compensation fund of 202,486 yuan per fisherman,the total amount of compensation needed for fishing withdrawal in the Yangtze River Basin of Hubei Province is 25.73 billion yuan.According to the median value of compensation fund for fishermen withdrawal,the total amount of compensation needed for fishing withdrawal in the Yangtze River Basin of Hubei Province is 27.75 billion yuan.The eighth chapter is the summary of the whole paper and the policy suggestions.This paper puts forward the ecological compensation framework of fishery withdrawal in the Yangtze River Basin,which includes fishing income compensation,social security compensation and professional production equipment scrap compensation.The corresponding calculation model and formula are constructed.Finally,the total ecological compensation cost of fishery withdrawal in the Yangtze River Basin is calculated by taking Hubei Province as an example.
