Chengdu has made great achievements in adjusting and utilizing unreasonable,inadequate and abandoned idle rural construction land by fully utilizing the policy of increasing and decreasing linkages,but at the same time,it also exposes that there are significant differences in the main body of reclamation implementation and the input standard per mu,and there are great differences in the quality and effect of reclamation.At present,the cost of land reclamation in China has not yet formed a unified reference standard,and the work of land reclamation needs to be further clarified and improved.This paper chooses Chengdu as the research area,and according to the topographic and geomorphological zoning of Chengdu and the distribution of economic circles,15 projects that have been implemented are selected as research samples.Through field survey,the reclamation difficulty and reclamation effect of the implemented projects are investigated and analyzed.The basic conditions and reclamation effect of each project are evaluated and graded by expert scoring method.Combining with the reclamation investment cost of each project,the differences of capital investment and the influencing factors under different reclamation difficulty and reclamation effect are analyzed.Finally,based on the analysis of the difference of fund input and the influencing factors of the implemented projects,the reference standard of per mu input for reclamation of Chengdu construction land consolidation project is established.The results show that:(1)Among the eight project areas in Pingba District,the reclamation difficulty of two project areas in Pengzhou Jiuchi Town and Mengyang Town is the smallest;the reclamation difficulty of Longquan Loess is medium,while the difficulty of five projects are Qionglai Pingle,Qingbaijiang Fifteen Li,Tangchang Town in Pixian County,Anxi Town Artillery Factory in Xinjin County.Four of the eight projects in Pingba District have the first-level reclamation effect,including four construction land consolidation projects in Jiuchi Town,Mengyang Town,Tangchang Town,Pixian County,and Gunfang Factory of Xinjin Anxi Town;three projects in Pingba District have the second-level reclamation effect,including three construction land consolidation projects in Longquan Loess Town,Qingbaijiang Fifteen-li Town and Xinping Town,Xinjin County;and three projects in Qionglaiping Lezhen Town.Generally speaking,the reclamation effect of Pingba project is better.Through the analysis of the project capital investment in Pingba District,there are certain differences in the investment per mu of eight projects in Pingba District.Among them,Tangchang Town of Pixian County,Xinping Town of Xinjin County and Anxi Town of Xinjin County have all invested more than 10,000 yuan in reclamation mu,while Anxi Town of Xinjin County has the highest investment of 13,300 yuan in reclamation mu,while Jiuchi Town of Pengzhou and Mengyang Town of Pengzhou have invested only 0.43 million yuan in reclamation mu(budgetary cost).(2)The basic conditions of the four projects in hilly area are worse than those in Pingba area,which makes the reclamation of the four projects more difficult than that in Pingba area.The evaluation and grading of reclamation effect of four project areas in hilly area are carried out.The results show that the reclamation effect of Qingbai River main character bank and Tianma Town in Dujiangyan reach the level of level 2 after reclamation.The reclamation effect of Jintangyunhe Village and Baita Village reaches the level of level 1,and the reclamation effect of level 3 in Qingbaijiang Happy Apricot Blossom Project Area.Through the analysis of fund input of four projects in Hilly area,it shows that different reclamation difficulties and different reclamation effects will affect the per mu investment of reclamation costs.The reclamation difficulty of three projects,namely,Qingbaijiang Democracy Bank,Happy Apricot Blossom and Jintang Yunhe Town,belongs to one level,while that of Tianma Town in Dujiangyan is only 0.22 million yuan per mu.(3)Compared with flat dam area and hilly area,reclamation in mountain area is the most difficult.The reclamation effect of the three projects in mountainous area is grade 3.Through the analysis of fund input of three projects in mountainous area,the reclamation effect of three projects in mountainous area has only reached grade 3.Under the same reclamation effect,the reclamation mu of Hongkou Town in Dujiangyan is the lowest,followed by Dayi,Longquan Tea Point Town is the highest,which is 0.6 million yuan/mu,0.68 million yuan/mu and 0.71 million yuan/mu,respectively.(4)The basic change trend of the per mu input level of direct cost is the first-level reclamation effect > the second-level reclamation effect > the third-level reclamation effect.However,in the same reclamation effect level,due to the different characteristics of the project area,the direct cost per mu of individual projects has certain differences,the location conditions and topographic and geomorphological effects of the project area,the unit price of the project area in different areas and different geomorphological areas and the sum of the project area.Transportation costs are different,which will also lead to differences in construction costs per mu for different projects in the same reclamation effect level.
