Cultivated land is one of the precious resources of China.It not only concerns the major events of more than one billion people's food problem,safeguards the country's food security,and safeguards social stability;on the other hand,it provides space for the development and urbanization process of the society,thus it's an important strategy for long-term economic development.The basic state policy of China is "To value land highly,use land rationally and protect cultivated land effectively."Protecting cultivated land is to protect our lifeline.To protect cultivated land minimum,it is necessary to protect both the quantity and the quality of cultivated land.A comprehensive grasp of the quantity and quality of cultivated land will help the land and resources department to protect and manage cultivated land better,and at the same time to promote agriculture,rural development,increase the income of farmers,and establish a resource-conserving society.With the completion of the Second National Land Survey work and since the last decade or so,large numbers of land consolidation projects including basic farmland land consolidation,high-standard farmland construction,land development etc.,great changes have taken place in the quantity,spatial locations,and the quality of cultivated land.However,"Value area,undervalue quality" problem has appeared in the current land reclamation projects,most of which aim at increasing the area of cultivated land,while ignoring the quality of new cultivated land,which result in the balance of cultivated land quantity,but serious degeneration of cultivated land quality.Therefore,after the implementation of the land reclamation project,the evaluation of cultivated land quality will become one of the necessary tasks before the completion acceptance of the project.Quantitative analysis of the effects of land reclamation projects will provide direction for the planning and design of engineering measures in land reclamation,and also provide scientific basis for agricultural land classification,agricultural land evaluation and related land management of the land department.The eaasy was accomplished based on Changting County's Land Reclamation Projects,including Land Arrangement Project,County-level Land Development,Reclamation of Old Villages.According to?the Regulation of Farm Land Ranking?launched by Ministry of Land and Resources and relevant documents like?the Evaluation Technical Manual for the Quality of Farm Land in Fujian Province?,combining field investigation and material analysis,combining qualitative analysis as well as quantitative analysis,we adopted factor method to rank the quality of cultivated land.Then calculate all the indicators to get a natural quality ranking.Based on the quality ranking and economic ranking,we make comparative analysis on the land quality before and after the implementation of the project.The results of the study showed that,carrying out the land reclamation project by land leveling,the construction of farmland paths,and water conservancy facilities,on the one hand,County-level Land Development,Land Arrangement Project,Reclamation of Old Villages can effectively increase the area of cultivated land,and the main may to increase the cultivated land area is County-level Land Development.On the other hand,through the project construction,evaluation of cultivated land factors in different degree of change,enhance the index score,and improve the quality of cultivated land,especially County-level Land Development and Reclamation of Old Villages improve greatly.The evaluation of cultivated land quality before and after the land reclamation projects can help to promote the planning and design of land consolidation and the rational allocation of fund,and provide data basis for the dynamic monitoring of quantity and quality of cultivated land.
