On April 10,2017,China will Carry out the grain production functional areas and important agricultural products production and protection areas(hereinafter referred to as the“two zones ”)delineating work in an all-round way under the instructions of the State Council.The task of “two zones” delineating is the establishment of accurate electronic maps and databases on the basis of counties and districts,and clearly defining the plots.Finally,they collectively formed a map of the “two zones” of the country.Therefore,the “two zones” of counties and districts were delimited.The preliminary pilot work is particularly important.On June 10 th,2017,Sichuan's “two zones” were designated to be piloted in the Dujiangyan Irrigation District.With the further promotion and deepening of the pilot work,the delineation of “two zones” will be extended to other districts and counties in Sichuan under the new situation.However,the following deficiencies and weaknesses were revealed in the pilot work:First,the "two zones" had a large amount of basic information and the database standards were not uniform;second,the "two zones" electronic map was difficult to put on the map,and the third was "two zones." Defining the public figure production automation is low;Fourth,it is difficult to summarize the relevant statistical tables of the “two zones”;Fifth,the field survey in the field is complex.At present,Remote sensing imagery has become an important data source for the land and agriculture industry.Its main feature is "high spatial resolution and high temporal resolution." This article mainly discusses the use of high-resolution remote sensing images in the “two-zones” delineation project to achieve global coverage and accurate control of the project area.Based on GIS technology and the database standard of Sichuan Province's “Two zones Delineating Database Specifications” and the GIS system desktop-end framework,combining the “two areas” to define basic requirements,It implements a series of functions including standard database creation,data mapping import,data partition management,data editing,data topology inspection,publish map generation,WebGIS map service synchronization,field adjustment data import,and automatic report export.Combining the “two zones” to define basic requirements,based on the GIS technology and “Sichuan Database Specification for Two Zones” database standard and the GIS desktop framework,a “two-zones” designated desktop GIS platform was established.It implements a series of functions such as standard database creation,data mapping import,data partition management,data editing,data topology inspection,public key map generation,WebGIS map service synchronization,field adjustment data import,and automatic report export.Secondly,based on the interface-oriented design idea,using the enterprise-level Web development technology JAVA and WebGIS technology,the project has established a network-side GIS platform,which has achieved the “two-zones” demarcation of project achievement sharing management,authority control,and role assignment.Finally,using mobile GIS development technology,a field styling GIS platform with the functions of field positioning,data loading,data sketching,data editing,and data exporting was built.The “two-zones” demarcation system was established through the desktop,network,and mobile three-terminal platforms,which realizes the integrated management of the “two zones” demarcation project and the step-by-step application of the phases in the “two zones”demarcation project.The implementation of the system not only regulated the "two zones" delineated project management process,improved the efficiency of supervision,but also provided technical support and reference for the delineation of "two zones" nationwide.Among them,the pilot project for the “two zones” delineation project in Dongpo District of Meishan City achieved the full-process coverage of the entire region in accordance with the system,Promoting the development of local "two zones" to a scientific and efficient development.
