Rehabilitation Of Mechanism Of Animals Epidemic Public Crisis

The construction of the treatment mechanism for the public crisis of animal epidemic crisis is closely related to the "overall planning of traditional security and non-traditional security construction" mentioned in the nineteen major work reports,which is an indispensable link in the whole process of crisis management.In the analysis of the research status at home and abroad,it is found that there are few researches on the mechanism of aftermath treatment in the public crisis area of animal epidemic.In this paper,through literature analysis,text analysis,vector autoregressive model(VAR)and breakpoint regression model(RDD),based on the theory of crisis life cycle,optimal risk dispersion theory and principal-agent theory,the comparison of the theoretical analysis and practical application of the post epidemic treatment mechanism is compared with the practical application.In the post-processing,the two functional modules of "recovery after good" and "reconstruction of the aftermath" are proposed to improve the problems existing in the treatment mechanism of the animal epidemic crisis.The author believes that in the "recovery after the recovery",we should advocate the construction of the compensation and compensation mechanism of "public and private joint venture",play the role of the third party authorities in the psychological intervention mechanism,and take appropriate measures for production recovery according to the specific conditions of production and so on.In the "reconstruction of good after good",it is suggested to improve the fault-tolerant mechanism of accountability.Space,clearing up obstacles for the operation of investigation and evaluation mechanism,encouraging the construction of local databases,and building a data driven disaster prevention and disaster recovery mechanism.In the aftermath,it will not only restore the loss,but also try to improve the system's crisis resistance through investigation and evaluation and experience rethinking,and resist the invasion of the next crisis.
