Problems And Countermeasures In The Establishment Of State-owned Forest Farm Forest Management Plan

Forest management is an eternal topic of forestry work.Implementing scientific and rational forest management is a necessary condition for realizing sustainable development of forestry,and it is also an important way to perfectly integrate “Lucid waters and lush mountains” and “Invaluable assets”.The forest management plan is an important guidance document for the main business units of China to carry out forest management work.It is essentially a medium-and long-term plan for forest management.The planning target is forest resources within a certain period and scope.The planning content is to protect forest resources.Develop,utilize and other relevant measures for design.The quality of the forest management plan determines the forest management status and the overall quality of forest resources during the management period.As the backbone of China's forestry development,state-owned forest farms are also one of the frontiers for achieving sustainable forest development,and guarantee the forest management plan of state-owned forest farms.The scientificity,feasibility and rationality are important links in implementing the sustainable forest management strategy and promoting the construction of ecological civilization in China.Over the years,the forest management guidelines and the state-owned forest farm management system have undergone continuous changes,and the forest management plan preparation environment and preparation procedures of state-owned forest farms have also changed.This study summarizes the history of the transformation of state-owned forest farms and the evolution of forest management schemes in China,and grasps the general direction of the reform of state-owned forest farms in China and the development trend of forest management schemes of state-owned forest farms.At the same time,on the basis of understanding the current process and content of forest management plan in China,and referring to the research literature on forest management plan preparation in the past,it is concluded that there are six main problems in the preparation of forest management plan for state-owned forest farms in China:(1)the degree of attention is not enough,the guidance is not strong;(2)the lack of dynamization in the preparation of the case,unable to keep pace with the times;(3)the basic data is not accurate enough;(4)indicators are not realistic;(5)lack sufficient public participation;(6)formatted,lack of pertinence.In view of the above problems in the preparation of forest management plans forstate-owned forest farms in China,this paper takes Qinghai Province's Qunjia state-owned forest farms as a case study,and based on a comprehensive analysis and evaluation of the characteristics of forest resources in Qunjia Forest Farm,the next manager of the forest farm The business activities of the period have been planned.Through participation in the specific preparation process,we will have a deeper understanding of the preparation process of the forest management plan and seek suggestions and countermeasures to solve the above problems.At the same time,the history and current situation of forestry planning development in the developed countries of the United States,Canada,Germany,etc.are studied.According to the current situation of forestry development in China,the advanced experience of forest management design can be summarized.Using the combination of case analysis and experience,we finally give six suggestions and countermeasures:(1)Strengthen legal constraints and establish guiding position;(2)Obtain accurate and comprehensive basic information;(3)Attach importance to public participation and collect opinions from multiple parties;(4)Determine the focus of the project based on the characteristics of the main body;(5)Use advanced technology to improve the efficiency level of the compilation;(6)Allow timely adjustment and improve the ability to respond.The research results have certain guiding significance for the preparation of forest management plan of state-owned forest farms in China,aiming at improving the quality of forest management plan preparation of state-owned forest farms and accelerating the implementation process of sustainable forest management strategies.
