In February 2015,the Ministry of Agriculture formulated the Action Plan for Zero Growth in Fertilizer Use by 2020.The overall goal is to gradually control the annual growth rate of fertilizer use to within 1% from 2015 to 2019.Crop fertilizer use has achieved zero growth.The zero-growth action on fertilizer in China has reached its final year(2020).How effective is the action and what problems exist in the implementation process directly affect the subsequent formulation and implementation of fertilizer management policies in China.This paper analyzes the implementation effect of the operation with the help of the gray prediction method and the decoupling model.Then,it conducts an investigation on the grass-roots work of Anqiu County,in the zero-growth operation through field interviews,and delves into the existing problems;Then sort out foreign fertilizer management policies and analyze the applicability of various management policies in the application of fertilizers in China.Finally,the optimization suggestions for the zero-growth action of fertilizers are put forward,with a view to providing reference for China’s subsequent formulation of fertilizer management and control policies.The article concludes:1.The effect of zero fertilizer growth was good.Since the zero-growth action on fertilizers was officially implemented in 2015,through a series of effective measures,the country as a whole has achieved a continuous decline in fertilizer use,with a more stable reduction trend;a more rational fertilization structure;a significant reduction in non-point source pollution,and a non-point source of chemical fertilizers The decoupling relationship between pollution and agricultural production has generally improved.2.There are many difficulties and problems in the implementation of the chemical fertilizer zero-growth operation.Through telephone interviews with agricultural technicians,the author learned that the operation was carried out at the grassroots level in Anqiu City,Shandong Province.However,there are still many difficulties in implementing the action:(1)The scale of planting of special agricultural products in rural areas has increased,and high requirements have been placed on efficient fertilization operations.However,the current shortage of rural labor forces and a serious aging trend have led to farmers’ limited ability to master new fertilization technologies,and the promotion of fertilization technologies is difficult to be effective.(2)At the current stage,the local agricultural sector is not paying enough attention,the infrastructure is weak,the technical skills of township agricultural workers are not high,coupled with less relevant training,and the method of publicity is relatively single,which has led to actions being carried out in systems such as service promotion What is lacking.(3)With the introduction of measures to replace chemical fertilizers with organic fertilizers,public opinion on divine organic fertilizers has risen.However,there are certain restrictions on the substitution of organic fertilizers for chemical fertilizers,and long-term large-scale application of organic fertilizers also brings environmental risks.Only with a reasonable mix of organic and chemical fertilizers can we achieve the goals of high yield,fertility,and environmental protection.(4)The zero-growth action on fertilizers was proposed to increase farmland reconstruction efforts.However,many farmland reconstruction projects pay little attention to the construction of cultivated land,and there are unfavorable phenomena such as unreasonable utilization in the later period and inadequate management and protection.Fertility continues to decrease,chemical fertilizer usage rises,affecting chemical fertilizer absorption.3.The management experience of fertilizer application has global reference.An analysis of different types of fertilizer management and control policies in the world found that countries have adopted measures to limit the amount of fertilizer used.The author believes that determining a reasonable amount of fertilizer is the key to achieving the target yield,maintaining soil fertility,and reducing pollution.It should also take into account legal enforcement and economic incentives.The three types of policy characteristics of public and public participation are based on incentives and through education and training,to urge farmers to change traditional production methods,while improving specific agricultural fertilizer reduction targets while improving agricultural production efficiency.Based on the above research,the main policy suggestions proposed in this article are as follows: Take fertilization intensity as an important indicator for the zero growth assessment of chemical fertilizers,strictly control the change of cultivated land use,and improve the evaluation criteria for supplementary cultivated land.It is necessary to increase the research and development of chemical fertilizer reduction and efficiency technologies,and to improve the construction of agricultural technicians.The replacement ratio of organic fertilizer should be improved,unified standards,and standardized management of organic fertilizer should be strengthened.Through incentives and commendations and other methods to optimize the awareness of the main body of fertilizer reduction,strengthen the joint efforts of agricultural enterprises,and give play to the demonstration and leading role of various types of new agricultural business entities.While ensuring the perfect conclusion of the zero-fertilizer action,it will help the subsequent management of fertilizer application.
