Yuping Dong Autonomous County Pig Breeding Industry Policy Implementation Validity Study

The report to the 20th National Congress of the Communist Party of China stressed that "we should give priority to the development of agriculture and rural areas,develop industries with rural characteristics,expand the channels for farmers to increase their income and get rich,and improve the system of agricultural support and protection".Yuping Dong Autonomous County(hereinafter referred to as Yuping County)is one of the demonstration counties of agricultural standardization in Guizhou Province.In recent years,Yuping County mainly focuses on four characteristic industries,develops ecological economy with high quality,actively builds public brand of agricultural special products,and vigorously promotes the process of "Guizhou goods out of the mountain".In the process,the live pig industry has created the "Yuping speed" which enjoys great fame in the industry.Through the empirical analysis of the implementation of agricultural industrial policies,local governments can play an organized and planned role as the main body of policy implementation,so as to further promote the effective implementation of agricultural industrial policies to find the right direction.Therefore,this paper takes the pig industry in Yuping County as an example.Firstly,through interviews and questionnaires,combined with dual social structure theory and policy interaction model theory,an effective evaluation index system of agricultural industrial policy implementation in minority areas was constructed.This paper attempts to analyze how to communicate and interact between the subject of policy implementation and the object of policy implementation from the "top-down" and "bottom-up" approaches.Secondly,it analyzed the development layout of agricultural industry in minority areas,combined with the evaluation index system of the effectiveness of policy implementation,analyzed the implementation status of agricultural industry policy in the development of the live pig industry.Finally,it puts forward countermeasures and suggestions for improving the effective implementation of agricultural industrial policies.It is found that in the process of realizing the effectiveness of agricultural industrial policy implementation in minority areas,the effective interaction between the subject of policy implementation and the object of policy implementation becomes one of the key factors affecting the effective implementation of agricultural industrial policy.Because the "umbrella" "active government" requires the government to actively play its guiding role,through strengthening the construction of agricultural industry market infrastructure,in order to develop the "honeycomb" "efficient market".The "efficient market" of the "honeycomb" can promote the development of agricultural industry through self-regulation to develop private power.Strengthening the effective interaction between the government and the public can promote effective mutual debugging between the subject and the object of policy implementation.By enriching the means of policy implementation and building a good environment for policy implementation,the development of agricultural industry in ethnic minority areas is promoted with ethnic culture as the thrust,so that the targets of agricultural industry policy implementation in ethnic minority areas have more ways to participate in the development of agricultural industry,so as to meet the interests of different targets of policy implementation.Therefore,in promoting the development of agricultural industry in ethnic minority areas,the subject of policy implementation can reduce the burden of the behavior adjustment of the target of policy implementation,so as to ensure the improvement of the effectiveness of agricultural industry policy implementation and promote the long-term and stable development of agricultural industry in ethnic minority areas.
