The Study On The Difficulties And Supporting Policies For The Development Of Cashmere And Wool Industry In Ordos City

At present,Inner Mongolia’s cashmere production ranks first in the country,70%of the world cashmere produced in China,the world’s best cashmere also produced in China,in the international cashmere industry plays an important role.With the popularization of cashmere products and the emergence of cashmere processing and production enterprises,the market competition is becoming more and more intense.The purchase price of high-quality Albas Cashmere(less than 14 microns)is only 10 yuan per catty higher than the price of crude cashmere,can Not achieve the high-quality price.In order to maximize the benefits of herdsmen,through random cross breeding to blindly increase yield,cashmere fiber is thickening at the rate of 0.1 micron per year,China’s cashmere quality advantage in the world is gradually losing.The main research object of this paper is the policy of cashmere and wool industry.Combined with the academic characteristics of Master of public administration,this paper focuses on the analysis of the various policies issued by the government,and at the same time makes a full exposition of the present situation,problems and countermeasures,put forward their core point of view:to optimize the industrial structure through the guidance of the government’s industrial policy,taking the linkage development model of "government+ state-owned enterprises+new-type agricultural and animal husbandry management main body+agricultural and animal husbandry households”as a grasp,the high-quality and high-price system of cashmere and wool industry is constructed to realize the high-quality de-velopment of cashmere and wool industry.The thesis is divided into seven parts,the first part is the introduction,which introduces the research background,significance,thinking methods,literature review,etc.The third part is about the current situation of cashmere and wool industry,including domestic,Inner Mongolia and Ordos City,and the basic situation of choosing Ordos City as the research object The fourth part is the practical plight of the Erdos Cashmere and wool industry,that is,the existence of problems;the fifth part analyzes the current support policies of the autonomous region and the Ordos City with the gradual management mode of Public Management Policies;The sixth part is based on the current policy,combined with the actual situation of the region and the city,put forward a series of countermeasures and suggestions from nine aspects.The policies currently in place have exceeded their planned deadlines or have been inadequately promoted.The article explains the core part of the current policy.The autonomous region and the Ordos City attach great importance to the development of the cashmere and wool industry.However,the policy fell short,a series of good policies were formulated.financial money was spent,taxes were waived,and hardware facilities were established.However,the substantive problems in the development of the cashmere and wool industry have not been resolved,and the number of high-quality sheep breeds is gradually decreasing.Therefore,we must adhere to the"government+state-owned enterprises+new-type agricultural and animal husbandry management+farmers and herdsmen" linkage development model,based on which countermeasures and suggestions are put forward.We hope that the Ordos City cashmere and wool industry can make full use of the policy opportunities under the guidance of the policy and the advance of the state-owned enterprises,and truly promote the supply-side structural reform of the cashmere and wool industry,to put into practice the Ordos City Base and policy treatment,truly turning the traditional superior agriculture and animal husbandry into high-quality industries,and at the same time,through market-oriented guidance,continuing the high-quality breeds of sheep,to make a positive contribution to the revitalization of the Ordos City.
