The Tibet Autonomous Region is one of China’s deeply impoverished areas. The state has always attached great importance to the development of Tibet Autonomous Region.Especially since the poverty alleviation, the central government has vigorously supported the development of Tibet, and the development achievements of Tibet have attracted worldwide attention. This paper selects village D in southeastern Tibet as an example. The village has made brilliant achievements in poverty alleviation. The external conditions of the village have changed significantly, and the remarkable results of poverty alleviation have laid a solid foundation for the modernization of the village.According to the field survey, the development and changes of village D are mainly reflected in the modernization of the external conditions of the village, while the modernization of the local farmers and herdsmen is weak and facing many difficulties. The modernization of the farmers and herdsmen is the key for the future development of the village. The dilemma of the modernization of the farmers and herdsmen in village D is mainly manifested in the following aspects:failure to make corresponding changes in the mode of production with the development and change of the external conditions of the village, following the traditional habits in the way of life, and lack of endogenous motivation in the ideology.Through further analysis,it can be seen that under the background of poverty alleviation, the plight of Tibetan farmers and herdsmen in modernization is mainly affected by special geographical environment, traditional ways of livelihood, traditional ideological and cultural concepts and education and other factors. In fact, the following four pairs of relationships interact and influence each other:Tibet’s special regional environment and the traditional way of livelihood of the farmers and herdsmen, the traditional way of livelihood of the farmers and herdsmen and the traditional ideology and culture, the traditional ideology and culture and education, education and the special regional environment.Besides, the non modernity of the farmers and herdsmen in village D in Tibet in terms of production and life style and ideology is not compatible with the local external modernization conditions, and there is a tension between them, which constitutes the dilemma of the modernization development of the farmers and herdsmen.Based on the study of the problems related to the modernization of Tibetan farmers and herdsmen, this paper finds that the special location environment has a great impact on the modernization of Tibetan farmers and herdsmen.Farmers and herdsmen have a strong dependence on the location environment.Under the special location environment,Tibetan farmers and herdsmen have derived traditional ways of livelihood and ideological and cultural concepts, which are constantly deepened in daily production and life practice. In addition, the development of modern education in Tibet is slow due to the influence of the location environment.Under the influence of many factors, the modernization of Tibetan farmers and herdsmen is in a dilemma. Finally,it is found through research that it is relatively easy to improve modern hardware facilities and create an institutional environment in rural areas or in poverty-stricken areas;the difficulty of improving people’s labor skills or labor capacity and promoting their modernization in this respect is second; It is most difficult to realize modernization at the ideological and psychological level. The modernization of human ideology plays a key role in personal modernization. Therefore,in the process of studying human modernization,we should focus on this field.
