With the further development of society,ecological environment has become an important part of people’s quality of life,while public welfare forests play an increasingly important role in the construction of ecological environment.What kind of forest rangers should be built to manage and protect public welfare forest resources has become a key issue.This study through to the related literature reading,and field research situation of benxi benxi through literature research and field research method to find the non-commercial forest management problems that exist in the process,the author combined with probing into the cause of the problems related to human capital theory,and combining with actual targeted countermeasures are presented.Study found in benxi non-commercial forest management exist in the process of less number of non-commercial forest workers work task,management personnel quality is low,low level of management personnel salary,management personnel management work does not reach the designated position,through the research,the author thinks that the forestry sector should make through reasonable human resource planning,non-commercial forest recruiting staff training management system,and provide public welfare forest management funds investment increase personnel salary level of the management,strengthen supervision mechanism to do a good job of management personnel performance appraisal and so on measures to solve the problem,so as to promote the reform of non-commercial forest management system,Improve the work efficiency of public welfare forest management and protection personnel.
