Our country is a mountainous country,with mountainous areas accounting for two-thirds of the country’s land area and a large population of mountainous areas.Collective forest occupies an important position in my country’s forest resources.Good management of collective forest resources not only has important economic significance,but also plays an important role in maintaining global ecological balance,protecting biodiversity,and responding to climate change.The clarity of the property rights of collective forest resources can not only optimize the allocation of forest resources in collective organizations,realize the effective protection and rational use of collective forest resources,but also benefit the comprehensive benefits of forestry and achieve sustainable development.In 2003,my country began a new round of reform of the collective forest rights system.The contractual management rights of collective public welfare forests and collective commercial forests were delegated to farmers.According to forestry classification management,the management objectives of collective public forests and commercial forests were different.The ecological benefit is the management objective,and the collective commercial forest is based on achieving economic benefits without damaging the ecological environment.Therefore,it is the foothold of this article to study the management models of collective public welfare forests and commercial forests separately,and to study how to achieve the management objectives of public welfare forests and commercial forests,how each region should select appropriate management models according to local conditions.Considering the resource endowment and ecological location factors of collective forest areas in Guizhou Province,this paper takes the collective forest areas in Guizhou Province as the research population,and selects sample counties as representatives to study forestland management models based on the differences in collective forest tenure system reforms and natural resource endowments.According to the principle of forestry classification management,the management models of collective public welfare forests and commercial forests are studied separately.The advantages and disadvantages of the two collective management and protection models,namely the centralized management and protection model and the "household management and protection + professional management and protection" model,are compared and analyzed.Based on the theory of sustainable framework,the influence factors of different commercial forest land management models are analyzed by Probit model,and the influence direction of each influencing factor on forest land management models is obtained.The empirical analysis results are further analyzed and explained based on farmers’ behavior incentives.Based on the selection of Xingfa Village,Yancang Town,Weining County from the collective forest area of less than50% of the commercial forest area,and the selection of case objects based on different forest management models in the collective forest area of the county of more than 50%of the commercial forest area,the typical case Analyze,summarize and summarize the characteristics of different modes,and further confirm the analysis results.Finally,based on the above research conclusions,the following suggestions are put forward:(1)All regions should adapt to local conditions and implement business models differentiated in accordance with the wishes of forest farmers;(2)Appropriately adjust the distribution method of compensation funds,raise public welfare forest compensation funds through multiple channels,and increase Forest ecological benefit compensation standards to mobilize farmers’ enthusiasm for participating in management and protection,and develop farmers’ participation in management and protection models;(3)Innovate forestry financial products,provide multi-channel financing,and provide financial support for business entities;(4)Establish a risk protection mechanism,Realize the integration of agricultural and forestry subsidies.
