| The circulation of cultivated land is an important way to optimize the allocation of cultivated land resources and promote moderate scale operation,so as to achieve agricultural efficiency,farmers’ income and rural economic prosperity.It is also an important measure to help targeted poverty alleviation and the implementation of Rural Revitalization Strategy.As a major agricultural province in China,Hunan is transforming into a strong agricultural province,and the transfer of cultivated land has made good achievements.In order to grasp the maturity status and regional differences of cultivated land in the province,we selected five typical agricultural counties and strong counties from the four heterogeneous regional economic plates of Hunan Province,the concept of cultivated land transfer maturity is put forward innovatively,and the evaluation index system and evaluation standard of cultivated land transfer maturity are established exploratively,based on 1185 valid questionnaires for the main body of cultivated land transfer obtained from field survey,we carry out the maturity evaluation and regional difference analysis of cultivated land transfer in heterogeneous typical counties.In view of the existing shortcomings,we design the path to improve the maturity of cultivated land transfer,fan out from point to area,in orderto guide all regions to carry out the cultivated land transfer in a standardized and orderly manner.The main conclusions are as follows:(1)Liuyang City has a high development level of cultivated land transfer maturity,and the subsystem of cultivated land transfer maturity reaches a high-quality coordination state.The evaluation level of cultivated land transfer maturity is grade I("maturity state").In Xiangtan County and Hanshou County,the maturity level of cultivated land transfer is relatively high,and the subsystem of cultivated land transfer maturity reaches a good coordination state.The evaluation grade of cultivated land transfer maturity is grade II("relatively mature state").The development level of cultivated land transfer maturity in Leiyang City belongs to the middle level,and the subsystem of cultivated land transfer maturity is in the middle coordination state,and the evaluation level of cultivated land transfer maturity is grade IV("development state").The development level of cultivated land transfer maturity in Longshan County is low,the cultivated land transfer maturity subsystem is in a state of serious imbalance,and the evaluation level of cultivated land transfer maturity is level V("immature state").The maturity of cultivated land transfer in Hunan Province shows the spatial differentiation characteristics of decreasing in turn in Changsha Zhuzhou Xiangtan Urban Agglomeration Area,Dongting Lake Ecological Economic Zone,southern Hunan area and Western Hunan area.(2)The influencing factors of cultivated land circulation maturity have hierarchical structure,among which the surface direct factors include the degree of marketization of cultivated land circulation,the rate of non-agricultural use of cultivated land circulation,the rate of cultivated land circulation,the rate of contract of cultivated land circulation,the rate of disputes over cultivated land circulation;the intermediate indirect factors include the years of cultivated land circulation,the scale level of cultivated land circulation,the proportion of ordinary farmers in the inflow side,and the circulation The convenience of information acquisition,the promotion of supporting policies,the diversity of publicity channels of circulation policies,and the legal aid in the process of circulation;the deep root factors are the construction level of service platform.(3)According to the restriction factors of cultivated land circulation maturity in different typical counties,the paper designs the promotion path.Liuyang City,Xiangtan County,Hanshou County and Leiyang City need to continue to strengthen and improve the construction of circulation service platform,among which Liuyang City and Xiangtan county should strictly control the non-agricultural use of cultivated land,Liuyang City needs to strengthen legal aid services,Xiangtan county needs to pay attention to broaden the access to circulation information,encourage the scale management of the transferred cultivated land and orderly promotethe transfer of farmers’ idle cultivated land;Hanshou County and Leiyang City government need to strengthen the effectiveness of policy encouragement and support,pay attention to the protection of rights and interests in the process of promoting the transfer of cultivated land;Longshan County needs to focus on the construction of service platform for the transfer of cultivated land,and give play to the leading role of the government.On this basis,the paper has formulated the plan to improve the maturity of cultivated land transfer in the four heterogeneous regional economic plates of Hunan Province. |
